(Car-Free Weekend — Exemption)
(Amendment) Order 2024
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:
Citation and commencement
1.  This Order is the Road Traffic (Car-Free Weekend — Exemption) (Amendment) Order 2024 and comes into operation on 16 March 2024.
Amendment of paragraph 2
2.  In the Road Traffic (Car‑Free Weekend — Exemption) Order 2019 (G.N. No. S 506/2019) (called in this Order the principal Order), in paragraph 2 —
(a)in the definition of “Car‑Free Weekend”, delete “SG”;
(b)after the definition of “Car‑Free Weekend”, insert —
“ “CWA Singapore” means the company incorporated under the Companies Act 1967 as Cycling Without Age Singapore Ltd. (UEN 201714757N);”;
(c)in the definition of “e‑trishaw”, replace “three‑wheeled pedal cycle” with “vehicle with 3 wheels”;
(d)after the definition of “non‑compliant personal mobility device”, insert —
“ “recumbent bicycle”, “recumbent device” and “three‑wheeled pedal cycle” have the meanings given by rule 2 of the Road Traffic (Bicycles, Three‑wheeled Pedal Cycles, Trishaws and Recumbent Devices — Construction and Use) Rules 2024 (G.N. No. S 157/2024);”;
(e)replace the definition of “specified e‑trishaw” with —
“ “specified e‑trishaw” means any e‑trishaw that is approved by the Authority for use during Car‑Free Weekend;”; and
(f)after the definition of “specified e‑trishaw”, insert —
“ “specified public agency” means any of the following:
(a)the Health Promotion Board;
(b)the National Arts Council;
(c)the National Parks Board;
(d)the Singapore Sports Council;
(e)the Urban Redevelopment Authority;”.
Amendment of paragraph 3
3.  In the principal Order, in paragraph 3 —
(a)replace sub‑paragraph (a) with —
(a)the specified e‑trishaw is used only by —
(i)CWA Singapore;
(ii)the Authority;
(iii)a specified public agency; or
(iv)any individual authorised by CWA Singapore, the Authority or a specified public agency;”; and
(b)delete sub‑paragraph (b).
Amendment of paragraph 4
4.  In the principal Order, in paragraph 4 —
(a)delete sub‑paragraph (a); and
(b)in sub‑paragraph (b), replace sub‑paragraph (ii) with —
(ii)a non‑compliant personal mobility device that —
(A)is procured by a specified agency and approved by the Authority for use during Car‑Free Weekend; or
(B)is procured by the Authority;”.
Amendment of paragraph 5
5.  In the principal Order, in paragraph 5(b), replace sub‑paragraph (ii) with —
(ii)a non‑compliant mobility vehicle that —
(A)is procured by a specified agency and approved by the Authority for use during Car‑Free Weekend; or
(B)is procured by the Authority;”.
Amendment of paragraph 6
6.  In the principal Order, in paragraph 6 —
(a)in the paragraph heading, after “for bicycle”, insert “, three‑wheeled pedal cycle, recumbent device”;
(b)replace “Rule 14 of the Road Traffic (Bicycles) Rules (R 3) does” with “Section 120(3) of the Act and rule 14 of the Road Traffic (Bicycles, Three‑wheeled Pedal Cycles, Trishaws and Recumbent Devices — Road Conduct) Rules (R 3) do”;
(c)in sub‑paragraph (a), after “a bicycle”, insert “, three‑wheeled pedal cycle, recumbent device”; and
(d)in sub‑paragraph (b), after “a bicycle”, insert “(that is not a recumbent bicycle), three‑wheeled pedal cycle”.
