(Electronic Transactions Service)
(Amendment) Regulations 2023
In exercise of the powers conferred by section 57 of the Charities Act 1994, the Minister for Culture, Community and Youth makes the following Regulations:
Citation and commencement
1.  These Regulations are the Charities (Electronic Transactions Service) (Amendment) Regulations 2023 and come into operation on 9 October 2023.
Amendment of regulation 2
2.  In the Charities (Electronic Transactions Service) Regulations 2019 (G.N. No. S 243/2019) (called in these Regulations the principal Regulations), in regulation 2 —
(a)after the definition of “authorised user”, insert —
“ “charitable fund-raiser” has the meaning given by regulation 20A of the Charities (Fund‑Raising Appeals for Local and Foreign Charitable Purposes) Regulations 2012 (G.N. No. S 530/2012);”; and
(b)replace the definition of “Charity Portal” with —
“ “Charity Portal” means the electronic transactions service known as Charity Portal that is accessible from the Internet website at https://www.charities.gov.sg.”.
Amendment of First Schedule
3.  In the principal Regulations, in the First Schedule, after paragraph 4, insert —
5.Information relating to any collection conducted by or for a charitable fund‑raiser, to be submitted to the Commissioner under regulation 20C of the Charities (Fund‑Raising Appeals for Local and Foreign Charitable Purposes) Regulations 2012.”.
Amendment of Second Schedule
4.  In the principal Regulations, in the Second Schedule, in paragraph 2, delete “(G.N. No. S 530/2012)”.
