Control of Vectors and Pesticides
(Registration, Licensing and Certification)
(Amendment) Regulations 2013
In exercise of the powers conferred by section 60 of the Control of Vectors and Pesticides Act, the National Environment Agency, with the approval of the Minister for the Environment and Water Resources, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Control of Vectors and Pesticides (Registration, Licensing and Certification) (Amendment) Regulations 2013 and shall be deemed to have come into operation on 1st January 2013.
Amendment of regulation 3
2.  Regulation 3(1) of the Control of Vectors and Pesticides (Registration, Licensing and Certification) Regulations (Rg 3) (referred to in these Regulations as the principal Regulations) is amended by deleting the words “4 ‘O’ Level passes” in sub‑paragraph (a) and substituting the words “4 ‘N’ Level passes”.
Deletion and substitution of regulation 4
3.  Regulation 4 of the principal Regulations is deleted and the following regulation substituted therefor:
Medical examination
4.—(1)  Every licensed vector control technician and certified vector control worker shall —
(a)undergo the medical examinations specified in Part II of the Workplace Safety and Health (Medical Examinations) Regulations 2011 (G.N. No. S 516/2011) (read with the Schedule thereto) in relation to persons employed in occupations involving the use or handling of or exposure to the liquid, fumes or vapour of organophosphates; and
(b)after undergoing such medical examinations, be certified by the designated workplace doctor as defined by the Workplace Safety and Health (Medical Examinations) Regulations 2011 —
(i)in relation to a medical examination referred to in regulation 4 of the Workplace Safety and Health (Medical Examinations) Regulations 2011, that he is fit to work in such occupation;
(ii)in relation to a medical examination referred to in regulation 5 of the Workplace Safety and Health (Medical Examinations) Regulations 2011, that he is fit to continue to work in such occupation; and
(iii)in relation to a medical examination referred to in regulation 6 of the Workplace Safety and Health (Medical Examinations) Regulations 2011, as to such results of that medical examination as may be required by the Commissioner for Workplace Safety and Health (appointed under section 7 of the Workplace Safety and Health Act (Cap. 354A)).
(2)  Paragraph (1) applies without prejudice to any obligations imposed by regulations 4, 5 and 6 of the Workplace Safety and Health (Medical Examinations) Regulations 2011 on a responsible person as defined under those Regulations.
(3)  The Director-General may refuse to grant a renewal of a vector control technician’s licence, a provisional vector control technician’s licence, a vector control worker’s certificate or a provisional vector control worker’s certificate under section 30 of the Act if the person seeking the renewal has failed to comply with paragraph (1) in relation to the licence or certificate sought to be renewed.”.
Amendment of regulation 10
4.  Regulation 10 of the principal Regulations is amended by deleting the words “4(3) or (4),”.
