Employment of Foreign Manpower
(Work Passes) (Amendment)
Regulations 2024

In exercise of the powers conferred by section 29 of the Employment of Foreign Manpower Act 1990, the Minister for Manpower makes the following Regulations:

Citation and commencement

1. These Regulations are the Employment of Foreign Manpower (Work Passes) (Amendment) Regulations 2024 and come into operation on 1 March 2024.

Amendment of regulation 1A

2. In the Employment of Foreign Manpower (Work Passes) Regulations 2012 (G.N. No. S 569/2012) (called in these Regulations the principal Regulations), in regulation 1A, delete the definitions of “applicable measure”, “cleared status (general)” and “cleared status (special)”, “defined sector”, “movement control measure”, “place of accommodation”, “testing requirement” and “workers’ dormitory”.

Amendment of regulation 4

3. In the principal Regulations, in regulation 4, delete paragraphs (8) and (9).

Amendment of regulation 5

4. In the principal Regulations, in regulation 5, delete paragraphs (4) and (5).

Amendment of regulation 6

5. In the principal Regulations, in regulation 6, delete paragraph (5).

Amendment of regulation 7

6. In the principal Regulations, in regulation 7, delete paragraphs (1A), (1AB), (1B), (1C), (1D), (1E), (1F) and (1G).

Amendment of regulation 8

7. In the principal Regulations, in regulation 8, delete paragraphs (2A), (2AB), (2B), (2C) and (2D).

Amendment of regulation 9

8. In the principal Regulations, in regulation 9, delete paragraphs (1A) and (1B).

Amendment of regulation 10

9. In the principal Regulations, in regulation 10, delete paragraphs (1A) and (1B).

Amendment of regulation 11

10. In the principal Regulations, in regulation 11, delete paragraphs (1A) and (1C).

Amendment of regulation 20A

11. In the principal Regulations, in regulation 20A(1) —

(a)	in sub‑paragraph (a), insert “and” at the end;
(b)	in sub‑paragraph (b), replace the semi‑colon at the end with a full‑stop; and
(c)	delete sub‑paragraphs (c) and (d).

Deletion of regulation 20B

12. In the principal Regulations, delete regulation 20B.

Amendment of First Schedule

13. In the principal Regulations, in the First Schedule —

(a)	in Part I, delete paragraphs 2A, 2B and 2C; and
(b)	in Part III, delete paragraphs 1A, 1B and 1C.

Amendment of Second Schedule

14. In the principal Regulations, in the Second Schedule, in Part I, delete paragraphs 1A, 1B, 1C and 1D.

Amendment of Third Schedule

15. In the principal Regulations, in the Third Schedule, in Part I, delete paragraphs 2, 3, 4 and 5.

Amendment of Fourth Schedule

16. In the principal Regulations, in the Fourth Schedule —

(a)	in Part I, delete paragraphs 7G and 7H;
(b)	in Part III, delete paragraphs 4G, 4H and 10A (including the heading above paragraph 10A); and
(c)	in Part VI, delete paragraphs 3C and 10 (including the heading above paragraph 10).

Amendment of Fifth Schedule

17. In the principal Regulations, in the Fifth Schedule —

(a)	in Part I, delete paragraphs 2H, 2I, 2J and 14 (including the heading above paragraph 14); and
(b)	in Part III, delete paragraphs 1B, 1D, 1E and 6 (including the heading above paragraph 6).

Amendment of Sixth Schedule

18. In the principal Regulations, in the Sixth Schedule —

(a)	in Part I, delete the heading after paragraph 5;
(b)	in Part I, delete paragraphs 5C, 5D, 5E and 7 (including the heading above paragraph 7); and
(c)	in Part III, delete paragraphs 1B, 1D and 1E.
