(Amendment) Rules 2024

In exercise of the powers conferred by section 34(1) of the Road Traffic Act 1961, the Minister for Transport makes the following Rules:

Citation and commencement

1. These Rules are the Road Traffic (Dealing in Power‑Assisted Bicycles) (Amendment) Rules 2024 and come into operation on 1 March 2024.

Amendment of rule 1

2. In the Road Traffic (Dealing in Power‑Assisted Bicycles) Rules 2018 (G.N. No. S 244/2018) (called in these Rules the principal Rules), in rule 1, after “Power‑Assisted Bicycles”, insert “and Other Vehicles”.

Amendment of rule 2

3. In the principal Rules, in rule 2 —

(a)

in the definition of “advertisement”, after “non‑compliant power‑assisted bicycle” wherever it appears, insert “or non‑compliant bicycle, three‑wheeled pedal cycle or recumbent device”;

(b)

in the definition of “advertisement”, replace “range of non‑compliant power‑assisted bicycles” with “range of such non‑compliant vehicles”;

(c)

after the definition of “advertisement”, insert —

“ “non‑compliant bicycle, three‑wheeled pedal cycle or recumbent device” means a bicycle, three‑wheeled pedal cycle or recumbent device the construction or equipment of which does not comply with the requirements as to construction or equipment as specified in rule 3 of the Road Traffic (Bicycles, Three‑wheeled Pedal Cycles, Trishaws and Recumbent Devices — Construction and Use) Rules 2024 (G.N. No. S 157/2024);”;

(d)

in the definition of “non‑compliant power‑assisted bicycle”, replace the full‑stop at the end with a semi‑colon; and

(e)

after the definition of “non‑compliant power‑assisted bicycle”, insert —

“ “recumbent device” and “three‑wheeled pedal cycle” have the meanings given by rule 2 of the Road Traffic (Bicycles, Three‑wheeled Pedal Cycles, Trishaws and Recumbent Devices — Construction and Use) Rules 2024.”.

Amendment of rule 3

4. In the principal Rules, in rule 3 —

(a)	in the rule heading, after “non‑compliant power‑assisted bicycle”, insert “or non‑compliant bicycle, three‑wheeled pedal cycle or recumbent device”;
(b)	in paragraphs (1), (2) and (3), after “non‑compliant power‑assisted bicycle” wherever it appears, insert “or non‑compliant bicycle, three‑wheeled pedal cycle or recumbent device”;
(c)	in paragraph (1)(a), after “any power‑assisted bicycle”, insert “, bicycle, three‑wheeled pedal cycle or recumbent device”; and
(d)	in paragraph (1)(b), after “the power‑assisted bicycle”, insert “, bicycle, three‑wheeled pedal cycle or recumbent device”.

Amendment of rule 4

5. In the principal Rules, in rule 4(1), replace “about power‑assisted bicycles” with “that meets the requirements set out in paragraph (2)”.

Amendment of rule 5

6. In the principal Rules, in rule 5 —

(a)	in the rule heading, after “non‑compliant power‑assisted bicycle”, insert “or non‑compliant bicycle, three‑wheeled pedal cycle or recumbent device”; and
(b)	after “non‑compliant power‑assisted bicycles”, insert “or non‑compliant bicycles, three‑wheeled pedal cycles or recumbent devices”.

Amendment of Schedule

7. In the principal Rules, in the Schedule, replace the warning notice with —
