Road Traffic Act
(Chapter 276)
Road Traffic (Malaysian and Thai-registered Goods and Public Service Vehicles Licensing) (Amendment) Rules 1999
In exercise of the powers conferred by sections 34 and 140 of the Road Traffic Act, the Minister for Communications hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Malaysian and Thai-Registered Goods and Public Service Vehicles Licensing) (Amendment) Rules 1999 and shall come into operation on 5th January 1999.
Amendment of title
2.  The title of the Road Traffic (Malaysian and Thai-Registered Goods and Public Service Vehicles Licensing) Rules (R 17) (referred to in these Rules as the principal Rules) is amended by deleting the words "MALAYSIAN AND THAI-REGISTERED" and substituting the words "ASEAN MEMBER COUNTRY-REGISTERED".
Amendment of rule 1
3.  Rule 1 of the principal Rules is amended by deleting the words "Malaysian and Thai-Registered" and substituting the words "ASEAN Member Country-Registered".
Deletion of rule 2, and new rules 2, 2A and 2B
4.  Rule 2 of the principal Rules is deleted and the following rules substituted therefor:
Definition
2.  In these Rules, "ASEAN member country" means any of the following countries:
(a)Brunei Darussalam;
(b)Republic of Indonesia;
(c)Lao People’s Democratic Republic;
(d)Malaysia;
(e)Union of Myanmar;
(f)Republic of the Philippines;
(g)Kingdom of Thailand;
(h)Socialist Republic of Vietnam.
Issue of Goods Vehicle and Public Service Vehicle Licences
2A.  A goods vehicle exceeding 1,000kg in weight unladen, or a public service vehicle (other than a private hire car), that is not registered and licensed under the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) may be used in Singapore if there is in force in respect of the vehicle —
(a)a licence issued under any written law in an ASEAN member country corresponding to the Road Traffic (Motor Vehicles, Registration and Licensing) Rules; and
(b)a Goods Vehicles Licence in the case of a goods vehicle, or a Public Service Vehicle Licence in the case of a public service vehicle, issued under these Rules.
Insurance requirements
2B.  The Registrar shall not issue a Goods Vehicle Licence or a Public Service Vehicle Licence under these Rules unless there is produced to him in respect of the goods vehicle or the public service vehicle, as the case may be, a certificate of foreign insurance, certificate of security or certificate of foreign insurance that complies with the requirements of the Motor Vehicles (Third-Party Risks and Compensation) Act (Cap. 189) that is valid for the period of the licence for which the application is made.”.
Amendment of rule 3
5.  Rule 3 of the principal Rules is amended by deleting sub-paragraphs (i) and (ii) of paragraph (b) and substituting the following sub-paragraphs:
(i)that it shall be used only for the purpose of proceeding from or to an ASEAN member country in continuation of a journey commenced in an ASEAN member country; and
(ii)that no passenger, other than a passenger commencing such journey in an ASEAN member country, shall be picked up or set down in Singapore.”.
