Employment of Foreign Manpower
(Work Passes) (Amendment)
Regulations 2023

In exercise of the powers conferred by section 29 of the Employment of Foreign Manpower Act 1990, the Minister for Manpower makes the following Regulations:

Citation and commencement

1.—(1) These Regulations are the Employment of Foreign Manpower (Work Passes) (Amendment) Regulations 2023 and, except for regulation 2, come into operation on 13 February 2023.

(2) Regulation 2 is deemed to have come into operation on 10 October 2022.

Amendment of regulation 1A

2. In the Employment of Foreign Manpower (Work Passes) Regulations 2012 (G.N. No. S 569/2012) (called in these Regulations the principal Regulations), in regulation 1A, in the definitions of “cleared status (general)” and “cleared status (special)”, delete “Access Restrictions and”.

Amendment of Fourth Schedule

3. In the principal Regulations, in the Fourth Schedule —

(a)	in Part III, in paragraph 2A(1), delete “the COVID‑19 (Temporary Measures) (Reopening — Control Order) Regulations 2022 (G.N. No. S 179/2022) and”;
(b)	in Part III, in paragraph 2D, delete “the COVID‑19 (Temporary Measures) (Reopening — Control Order) Regulations 2022,”;
(c)	in Part VI, in paragraph 10(a), replace “; and” at the end with a full‑stop;
(d)	in Part VI, in paragraph 10, delete sub-paragraph (b);
(e)	in Part VI, in paragraph 11, delete sub-paragraph (a); and
(f)	in Part VI, in paragraph 11(e), delete “the COVID‑19 (Temporary Measures) (Reopening — Control Order) Regulations 2022,”.

Amendment of Fifth Schedule

4. In the principal Regulations, in the Fifth Schedule —

(a)	in Part I, in paragraph 10(1), delete “the COVID‑19 (Temporary Measures) (Reopening — Control Order) Regulations 2022 and”;
(b)	in Part I, in paragraph 13, delete “the COVID‑19 (Temporary Measures) (Reopening — Control Order) Regulations 2022,”;
(c)	in Part III, in paragraph 6(a), replace “; and” at the end with a full‑stop;
(d)	in Part III, in paragraph 6, delete sub-paragraph (b);
(e)	in Part III, in paragraph 7, delete sub-paragraph (a); and
(f)	in Part III, in paragraph 7(e), delete “the COVID‑19 (Temporary Measures) (Reopening — Control Order) Regulations 2022,”.
