(Exemption) (Amendment)
Order 2023
In exercise of the powers conferred by section 32 of the Massage Establishments Act 2017, the Minister for Home Affairs makes the following Order:
Citation and commencement
1.—(1)  This Order is the Massage Establishments (Exemption) (Amendment) Order 2023 and, except for paragraph 3, comes into operation on 18 December 2023.
(2)  Paragraph 3(a), (b), (d), (e) and (f) is deemed to have come into operation on 31 December 2021.
(3)  Paragraph 3(c) is deemed to have come into operation on 15 September 2022.
Replacement of paragraph 2
2.  In the Massage Establishments (Exemption) Order 2018 (G.N. No. S 97/2018), replace paragraph 2 with —
Healthcare premises
2.—(1)   Any approved permanent premises, or premises other than permanent premises, for the provision of the following services under a licence granted under the Healthcare Services Act 2020 are exempt from the provisions of the Act:
(a)an acute hospital service;
(b)an ambulatory surgical centre service;
(c)a clinical laboratory service;
(d)a community hospital service;
(e)a nursing home service;
(f)an outpatient dental service;
(g)an outpatient medical service.
(2)  In sub‑paragraph (1) —
“acute hospital service”, “ambulatory surgical centre service”, “clinical laboratory service”, “community hospital service”, “nursing home service”, “outpatient dental service” and “outpatient medical service” have the meanings given by paragraph 2 of the First Schedule to the Healthcare Services Act 2020;
“approved permanent premises” and “permanent premises” have the meanings given by section 2(1) of the Healthcare Services Act 2020.”.
Miscellaneous amendments
3.  In the Massage Establishments (Exemption) Order 2018 —
(a)in paragraph 2(1), replace “(Cap. 248)” with “1980”;
(b)in paragraph 2(2), in the definition of “medical clinic”, replace “(Cap. 174)” with “1997”;
(c)in paragraph 2(2), in the definition of “medical clinic”, replace “(Cap. 76)” with “1999”;
(d)in paragraph 3(a), replace “(Cap. 333A)” with “2000”;
(e)in paragraph 3(b), replace “(Cap. 6B)” with “2011”; and
(f)in paragraph 3(c), replace “(Cap. 174)” with “1997”.
