An Act to amend certain statutes of the Republic of Singapore and to repeal the Coin Act (Chapter 46 of the 1985 Revised Edition).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows:
Short title and commencement
1.  This Act may be cited as the Statutes (Miscellaneous Amendments and Repeal) Act 2001 and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Amendment of Interpretation Act
2.  Section 51 of the Interpretation Act (Cap.1, 1999 Ed.) is amended by deleting subsection (2) and substituting the following subsection:
(2)  “Standard time” means standard time as used in Singapore, namely, 8 hours, or such other period as may from time to time be determined by the President by notification in the Gazette, in advance of Coordinated Universal Time.”.
Amendment of Charities Act
3.—(1)  Section 5(6) of the Charities Act (Cap. 37, 1995 Ed.) is amended —
(a)by inserting, immediately after the words “subsection (5)” in the last line of paragraph (a), the words “, within 3 months after its establishment or such longer period as the Commissioner may, in his discretion, allow”; and
(b)by inserting, immediately after the word “trusts,” at the end of paragraph (b), the words “within 7 days after such cessation or change or such longer period as the Commissioner may, in his discretion, allow,”.
(2)  Section 7 of the Charities Act is amended by deleting subsection (5) and substituting the following subsection:
(5)  Where the name of any charity is changed under this section, it shall be the duty of the charity trustees to notify the Commissioner, within 7 days after such change or such longer period as the Commissioner may, in his discretion, allow, of the new name of the charity and of the date on which the change occurred.”.
Amendment of Chemical Weapons (Prohibition) Act
4.  Section 5 of the Chemical Weapons (Prohibition) Act 2000 (Act 17 of 2000) is amended by inserting, immediately after subsection (1), the following subsection:
(1A)  Where an offence under section 8 or 26 is committed outside Singapore by a citizen of Singapore, he may be dealt with in respect of that offence as if it had been committed within Singapore.”.
Repeal of Coin Act
5.  The Coin Act (Cap. 46, 1985 Ed.) is repealed.
Amendment of Companies Act
6.  Section 106D of the Companies Act (Cap. 50, 1994 Ed.) is amended by inserting, immediately after the word “debentures,” in the 1st and 2nd lines of paragraph (a) of the definition of “sophisticated investor”, the words “or units of shares or debentures,”.
Amendment of Employment of Foreign Workers Act
7.  Section 2 of the Employment of Foreign Workers Act (Cap. 91A, 1997 Ed.) is amended by deleting the definition of “construction works” and substituting the following definition:
“construction works” means the construction, extension, installation, carrying out, repair, maintenance, renewal, removal, alteration, dismantling or demolition of —
(a)any building, erection, edifice, structure, wall, fence or chimney, whether constructed wholly or partly above or below ground level;
(b)any road, motorway, harbour works, railway, cableway, canal or aerodrome;
(c)any drainage, irrigation or river control work;
(d)any electrical, water, gas or telecommunication works;
(e)any bridge, viaduct, dam, reservoir, earthworks, pipeline, sewer, aqueduct, culvert, drive, shaft, tunnel or reclamation,
and includes any works which form an integral part of, or are preparatory to the works described in paragraphs (a) to (e), including site clearance, earth-moving, excavation, laying of foundation, site restoration and landscaping, and such other works or activities as the Minister may, by notification in the Gazette, specify to be construction works.
Amendment of Housing Developers (Control and Licensing) Act
8.  Section 2 of the Housing Developers (Control and Licensing) Act (Cap. 130, 1985 Ed.) is amended by deleting the words “section 4 of” in paragraph (i) of the definition of “housing developer”.
Amendment of Infectious Diseases Act
9.  Section 2 of the Infectious Diseases Act (Cap.137, 1999 Ed.) is amended by deleting the definition of “Health Officer” and substituting the following definition:
“ “Health Officer” means any medical practitioner who is appointed by the Commissioner or the Director to carry out the duties of a Health Officer under this Act or the regulations made thereunder;”.
Amendment of Institute of Southeast Asian Studies Act
10.  Section 4(2) of the Institute of Southeast Asian Studies Act (Cap. 141, 1985 Ed.) is amended by deleting the word “Vice-Chancellor” in paragraph (d) and substituting the word “President”.
Amendment of Intellectual Property Office of Singapore Act
11.  The Intellectual Property Office of Singapore Act 2001 (Act 3 of 2001) is amended by deleting “, 65” in item 3 of the Third Schedule.
Amendment of Motor Vehicles (Third-Party Risks and Compensation) Act
12.  Section 4(7) of the Motor Vehicles (Third-Party Risks and Compensation) Act (Cap. 189, 2000 Ed.) is amended —
(a)by deleting the words “other than a Government hospital” in the 2nd and 3rd lines of paragraph (a) of the definition of “expenses reasonably incurred”;
(b)by inserting at the end of paragraph (a) of the definition of “expenses reasonably incurred” the word “and”; and
(c)by deleting paragraph (b) of the definition of “expenses reasonably incurred”.
Amendment of National University of Singapore Act
13.  The National University of Singapore Act (Cap. 204, 1985 Ed.) is amended —
(a)by deleting the words “Vice-Chancellor or a Deputy Vice-Chancellor” in the 4th and 5th lines of section 4(2) and substituting the words “President of the University or a Deputy President of the University”;
(b)by deleting the words “Vice-Chancellor and the Bursar” in the penultimate line of section 10(1) and substituting the words “President of the University and the chief financial officer of the University”;
(c)by deleting the words “Registrar of the” in the 1st line of paragraph 2 of the Fourth Schedule; and
(d)by deleting the words “3 Parts” in the 2nd line of paragraph 3 of the Fourth Schedule and substituting the words “2 Parts”.
Amendment of Prisons Act
14.  Section 45 of the Prisons Act (Cap. 247, 2000 Ed.) is amended —
(a)by deleting the word “Government” in the last line of subsection (1); and
(b)by deleting subsection (4).
Amendment of Private Hospitals and Medical Clinics Act
15.  The Private Hospitals and Medical Clinics Act (Cap. 248, 1999 Ed.) is amended —
(a)by deleting the definition of “private hospital” in section 2 and substituting the following definition:
“ “private hospital” means any premises used or intended to be used for the reception, lodging and treatment and care of persons who require medical treatment or suffer from any disease, and includes a maternity home and a nursing home.”; and
(b)by inserting, immediately after the word “premises” wherever it appears in the following provisions, the words “or conveyance”:
sections 2 (definition of “licence”), 5 (1) (1st line), 6 (3)(c) and (d), (4)(a) and (b)(i).
Amendment of Registered Designs Act
16.  Section 18 of the Registered Designs Act 2000 (Act 25 of 2000) is amended by deleting the word “ Gazette” in paragraph (d) and substituting the words “prescribed manner”.
Amendment of Singapore Academy of Law Act
17.  Section 21 of the Singapore Academy of Law Act (Cap. 294A, 1997 Ed.) is repealed and the following section substituted therefor:
Financial statements to be available for members’ inspection
21.—(1)  The financial statements and the auditor’s report thereon shall, as soon as practicable after they have been prepared, be made available for inspection by all members at such time and place as the Senate may determine.
(2)  Copies of —
(a)the financial statements and the auditor’s report thereon; or
(b)a summary financial statement derived from the financial statements, the auditor’s report on the financial statements and a statement by the auditor as to whether the summary financial statement is consistent with the financial statements and the auditor’s report thereon,
shall be circulated to all members other than those falling within classes of members prescribed under subsection (3)(a).
(3)  The Senate may make rules —
(a)to provide that copies of the documents referred to in subsection (2) need not be circulated to specified classes of members;
(b)to prescribe the conditions which must be satisfied before copies of the documents referred to in subsection (2)(b) may be circulated to members; and
(c)to prescribe the information which the summary financial statement must contain.”.
Amendment of Termination of Pregnancy Act
18.  The Termination of Pregnancy Act (Cap. 324, 1985 Ed.) is amended —
(a)by deleting the definition of “Government hospital” in section 2;
(b)by deleting the words “in a Government hospital or” in the following provisions:
sections 3(2), 4 (1)(b)(ii) (3rd and 4th lines), and 10 (b); and
(c)by deleting section 9.
Amendment of Voluntary Sterilization Act
19.  The Voluntary Sterilization Act (Cap. 347, 1985 Ed.) is amended —
(a)by deleting the definition of “Government hospital” in section 2;
(b)by deleting the words “in a Government hospital or” in the following provisions:
sections 2 (3rd and 4th lines of paragraph (b) of the definition of “registered medical practitioner”), 4 and 12 (b);
(c)by deleting the words “Government hospital or” in the marginal note of section 4; and
(d)by deleting section 11.
