(Amendment No. 5) Rules 2023

In exercise of the powers conferred by sections 34 and 140 of the Road Traffic Act 1961, the Minister for Transport makes the following Rules:

Citation and commencement

1. These Rules are the Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 5) Rules 2023 and come into operation on 1 January 2024.

Amendment of rule 2

2. In the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) (called in these Rules the principal Rules), in rule 2(1) —

(a)	in the definition of “new vehicle”, replace “8A, 9, 9A, 9AA, 9B” with “9, 9A, 9AA, 9AB, 9B”; and
(b)	in the definition of “secondhand vehicle”, replace “7, 8, 8A, 9A, 9AA, 9C” with “3F, 7, 8, 9A, 9AA, 9AB, 9C”.

Amendment of rule 9AB

3. In the principal Rules, in rule 9AB —

(a)

in the rule heading, replace “electric taxi registered between 1 January 2021 and 31 December 2023” with “new electric taxi registered between 1 January 2021 and 31 December 2024”;

(b)

in paragraph (1), replace “electric taxi between 1 January 2021 and 31 December 2023” with “a new electric taxi between 1 January 2021 and 31 December 2024”;

(c)

replace paragraph (2) with —

“(2) Subject to paragraphs (6) and (7), the amount of the rebate which the Registrar may grant upon an application under paragraph (1) is the lower of the following:

(a)

an amount equal to 45% of the fee payable under rule 7(1)(a);

(b)

in the case of a new or secondhand electric car or a new electric taxi registered between —

(i)	1 January 2021 and 31 December 2023 (both dates inclusive) — $20,000; or
(ii)	1 January 2024 and 31 December 2024 (both dates inclusive) — $15,000.”;

(d)

in paragraph (3), delete “or electric taxi”;

(e)

in paragraph (5), after “electric car or”, insert “new”; and

(f)

in paragraph (8), replace “electric taxi registered between 1 January 2022 and 31 December 2023” with “a new electric taxi registered between 1 January 2022 and 31 December 2024”.

Amendment of rule 10

4. In the principal Rules, in rule 10 —

(a)

in the rule heading, replace “2023” with “2024”;

(b)

in paragraph (1)(a)(i) and (ii), replace “2023” with “2024”;

(c)

in paragraph (2), replace sub‑paragraph (a) with —

“(a)

where the emission level of any of the prescribed vehicular emissions from the vehicle falls within Band A2 for that emission —

(i)	for a vehicle first registered as a motor car (other than a taxi) between 1 January 2018 and 31 December 2020 (both dates inclusive) — $10,000;
(ii)	for a vehicle first registered as a motor car (other than a taxi) between 1 January 2021 and 31 December 2023 (both dates inclusive) — $15,000;
(iii)	for a vehicle first registered as a motor car (other than a taxi) between 1 January 2024 and 31 December 2024 (both dates inclusive) — $5,000;
(iv)	for a vehicle first registered as a taxi between 1 January 2018 and 31 December 2020 (both dates inclusive) — $15,000;
(v)	for a vehicle first registered as a taxi between 1 January 2021 and 31 December 2023 (both dates inclusive) — $22,500; and
(vi)	for a vehicle first registered as a taxi between 1 January 2024 and 31 December 2024 (both dates inclusive) — $7,500;”; and

(d)

in paragraphs (2)(b)(ii) and (iv) and (7A)(a) and (b), replace “2023” with “2024”.

Amendment of First Schedule

5. In the principal Rules, in the First Schedule, replace Part III with —
