Private Education
(Amendment) Regulations 2022
In exercise of the powers conferred by section 44 of the Private Education Act 2009, the SkillsFuture Singapore Agency, with the approval of the Minister for Education, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Private Education (Amendment) Regulations 2022 and come into operation on 21 December 2022.
Amendment of regulation 19
2.  In regulation 19 of the Private Education Regulations 2009 (G.N. No. S 617/2009), delete paragraph (3).
Amendment of regulation 25
3.  In regulation 25 of the Private Education Regulations 2009 —
(a)after paragraph (6A), insert —
(6B)  Despite paragraph (6), a registered private education institution need not enter into a written agreement or contract with any student‑inmate in respect of any YRSG‑sponsored course provided by the registered private education institution that the student‑inmate is enrolled in.
(6C)  If, however, a registered private education institution chooses to enter into a written agreement or contract with a student‑inmate enrolled in a YRSG‑sponsored course provided by the registered private education institution, the registered private education institution must —
(a)ensure that the written agreement or contract complies with the requirements in paragraph (6); and
(b)comply with paragraph (6A).”; and
(b)replace paragraph (7) with —
(7)  In this regulation —
“preparatory course” means full-time education for the purpose of preparing students for any examination that —
(a)leads to a qualification awarded by any person other than the person which provides such full-time education; or
(b)entitles the students to be admitted to an education institution;
“student-inmate” means a student —
(a)who is an inmate or a prisoner, as defined in section 2 of the Singapore Corporation of Rehabilitative Enterprises Act 1975; and
(b)for whom the YRSG agrees to pay the course money for enrolment of the student in a registered private education institution under a written agreement or contract between the YRSG and the registered private education institution;
“YRSG” means Singapore Corporation of Rehabilitative Enterprises (Yellow Ribbon Singapore);
“YRSG-sponsored course”, in relation to a student‑inmate, means a course for which the YRSG agrees to pay the course money for enrolment of the student-inmate in a registered private education institution under a written agreement or contract between the YRSG and the registered private education institution.”.
