Active Mobility
(Amendment) Regulations 2021

In exercise of the powers conferred by section 67 of the Active Mobility Act 2017, the Land Transport Authority of Singapore, with the approval of the Minister for Transport, makes the following Regulations:

Citation and commencement

1. These Regulations are the Active Mobility (Amendment) Regulations 2021 and come into operation on 1 July 2021.

Amendment of regulation 3B

2. Regulation 3B of the Active Mobility Regulations 2018 (G.N. No. S 251/2018) is amended —

(a)

by inserting, immediately after the words “standard EN 15194” in paragraph (2)(f), the words “or Revised EN 15194”;

(b)

by deleting sub‑paragraph (g) of paragraph (3) and substituting the following sub‑paragraph:

“(g)

the PAB —

(i)	in the case of a PAB that is approved and sealed between 1 February 2016 and 30 June 2021 (both dates inclusive) by an authorised examiner under the Road Traffic (Power‑Assisted Bicycles — Approval) Rules 2004 (G.N. No. S 768/2004) — conforms to the standard EN 15194 or Revised EN 15194; or
(ii)	in any other case — conforms to the standard Revised EN 15194;”; and

(c)

by deleting the definition of “EN 15194” in paragraph (4) and substituting the following definitions:

“ “EN 15194” means the European Standard EN 15194:2009+A1:2011 titled “Cycles — Electrically power assisted cycles — EPAC Bicycles” approved by the European Committee for Standardization (called in this definition CEN) on 22 November 2008 but does not include clause 4.2.4.3 in EN 15194:2009+A1:2011, and as amended by Amendment 1 approved by CEN on 8 October 2011;

“Revised EN 15194” means the European Standard EN 15194:2017 titled “Cycles — Electrically power assisted cycles — EPAC Bicycles” approved by the European Committee for Standardization on 28 May 2017 but does not include clause 4.2.12 in EN 15194:2017;”.
