Management (Vehicular Emissions)
(Amendment) Regulations 2023
In exercise of the powers conferred by sections 12(5) and 77(1) of the Environmental Protection and Management Act 1999, the National Environment Agency, with the approval of the Minister for Sustainability and the Environment, makes the following Regulations:
Citation and commencement
1.—(1)  These Regulations are the Environmental Protection and Management (Vehicular Emissions) (Amendment) Regulations 2023 and, except for regulation 8, come into operation on 1 April 2023.
(2)  Regulation 8 is deemed to have come into operation on 31 December 2021.
Amendment of regulation 4
2.  In the Environmental Protection and Management (Vehicular Emissions) Regulations (Rg 6) (called in these Regulations the principal Regulations), in regulation 4 —
(a)in paragraph (1), replace “1 September 2017” with “1 April 2023”; and
(b)in paragraph (2), replace “1 January 2018” with “1 April 2023”.
Amendment of regulation 5
3.  In the principal Regulations, in regulation 5 —
(a)replace “1 April 2022” with “1 April 2023”; and
(b)after “level”, insert “or must conform to the standard for exhaust noise emission,”.
Amendment of First Schedule
4.  In the principal Regulations, in the First Schedule —
(a)replace paragraph 1 with —
1.  The standards for exhaust emission for new petrol driven motor vehicles (the exhaust emission of which is to be determined in accordance with the relevant document in which the standard is found) of the following classes are as follows:

“ “Euro 6 PN limit (WLTP)” means the standard for particle numbers in exhaust emission specified in the column titled “Number of particles (PN)” in Regulation (EC) No. 715/2007, Annex I, Table 2, as amended by Commission Regulation (EU) No. 459/2012 and read with Commission Regulation (EU) No. 2017/1151;”; and
(d)in paragraph 2, after the definition of “Euro 6 standard”, insert —
“ “Euro 6 standard (WLTP)” means the standard for exhaust emissions in Regulation (EC) No. 715/2007, Annex I, Table 2, as amended by Commission Regulation (EU) No. 459/2012 and read with Commission Regulation (EU) No. 2017/1151;”.
Amendment of Second Schedule
5.  In the principal Regulations, in the Second Schedule —
(a)replace paragraph 1 with —
1.  The standards for exhaust emission for new diesel driven motor vehicles (the exhaust emission of which is to be determined in accordance with the relevant document in which the standard is found, unless otherwise stated in this Schedule) of the following classes are as follows:

3.  In this Schedule —
“exhaust system” has the meaning given by rule 106 of the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9);
“reference value” means —
(a)in relation to a motor vehicle registered in Singapore — the stationary noise level specified in the documents accepted by the Registrar of Vehicles for the purpose of the grant of batch type‑approval, type‑approval or modified type‑approval (as the case may be) under rule 3D of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules in respect of that motor vehicle or model of motor vehicle, as the case may be; and
(b)in relation to a motor vehicle registered elsewhere — the stationary noise level for the motor vehicle specified in either of the following:
(i)a certificate from the manufacturer of the motor vehicle used for the purpose of the grant of type‑approval under the laws of the country in which the vehicle is manufactured;
(ii)the specification plate or statutory plate affixed to the motor vehicle for compliance with —
(A)paragraphs 6.1 and 6.2 of Regulation No. 41 of the Economic Commission for Europe of the United Nations (UN/ECE) — Uniform provisions concerning the approval of motor cycles with regard to noise (Revision 2, incorporating the 04 series of amendments to the Regulation);
(B)Article 39 of Regulation (EU) 168/2013 of the European Parliament and of the Council of 15 January 2013 on the approval and market surveillance of two‑ or three‑wheel vehicles and quadricycles and read with Commission Implementing Regulation EU No. 901/2014; or
(C)the law of the country in which the motor vehicle is registered.”.

8.  In the principal Regulations —
(a)in the following provisions, replace “(Cap. 276)” with “1961”:
