Air Navigation
(Amendment) Order 2021
In exercise of the powers conferred by section 3 of the Air Navigation Act, the Civil Aviation Authority of Singapore, with the approval of the Minister for Transport, makes the following Order:
Citation and commencement
1.  This Order is the Air Navigation (Amendment) Order 2021 and comes into operation on 4 November 2021.
Amendment of paragraph 2
2.  Paragraph 2(1) of the Air Navigation Order (O 2) (called in this Order the principal Order) is amended —
(a)by deleting the words “paragraph 62A(4)” in the definition of “air traffic controller licence” and substituting the words “paragraph 62A(2)”;
(b)by deleting the definition of “maintenance”; and
(c)by inserting, immediately after the definition of “scheduled journey”, the following definition:
“ “sign” or “signature” and its grammatical variations means the application to a medium (electronic or otherwise) of a method (electronic or otherwise) used to identify a person and to indicate the intention of that person in respect of any information contained in that medium;”.
Amendment of paragraph 11
3.  Paragraph 11(6) of the principal Order is amended by deleting the words “bears thereon the ordinary signature of the holder in ink” and substituting the words “is signed by the holder”.
Amendment of paragraph 20
4.  Paragraph 20(5) of the principal Order is amended by deleting the words “bears thereon the ordinary signature of the holder in ink” and substituting the words “is signed by the holder”.
Amendment of paragraph 62A
5.  Paragraph 62A of the principal Order is amended —
(a)by deleting the words “air traffic controllers” in sub‑paragraph (3B) and substituting the words “every person who holds an air traffic controller licence, or is undergoing on‑the‑job training to act as an air traffic controller,”; and
(b)by deleting sub‑paragraph (3C) and substituting the following sub‑paragraph:
(3C)  A person who holds an air traffic controller licence, or is undergoing on‑the‑job training to act as an air traffic controller, must comply with the applicable standards specified in the Manual of Standards — Licensing of Air Traffic Control Personnel.”.
Amendment of paragraph 62B
6.  Paragraph 62B of the principal Order is amended by deleting the words “paragraph 62A(4) in the presence of a person authorised by the Chief Executive” and substituting the words “paragraph 62A(2)”.
Amendment of paragraph 62C
7.  Paragraph 62C of the principal Order is amended by deleting the words “a period of” and substituting the words “a period not exceeding”.
Amendment of paragraph 62D
8.  Paragraph 62D(2) of the principal Order is amended by deleting the words “in the presence of a person authorised by the Chief Executive”.
Miscellaneous amendments
9.  The principal Order is amended —
(a)by deleting the words “Chief Executive” wherever they appear in the following provisions and substituting in each case the word “Authority”:
Paragraphs 11(1), (2), (5) and (9) and 62D(1); and
(b)by deleting the word “he” in paragraph 11(1) and (9) and substituting in each case the words “the Authority”.
