Road Traffic (Regulation of Speed) Rules

Citation
1.  These Rules may be cited as the Road Traffic (Regulation of Speed) Rules.
Definitions
2.  In these Rules, unless the context otherwise requires —
“goods vehicle” means a motor vehicle constructed or adapted for the carriage of goods by means of a trailer or otherwise;
“mobile engineering plant” means a motor vehicle designed for use in private premises and used on a road only in passing from one part of any such premises to another or to other private premises in the immediate neighbourhood or in connection with road works or engineering operations while at or in the immediate neighbourhood of the site of such works or operations;
“motor tractor” means a motor vehicle which is not constructed to carry any load other than water, fuel, accumulators and other equipment and materials used for the purpose of its propulsion, and loose tools and loose equipment;
“motor vehicle” means a mechanically propelled vehicle intended or adapted for use on roads or places where engineering operations or road or other works are being carried out;
“passenger vehicle” means a motor vehicle constructed or adapted solely for the carriage of passengers and their personal effects;
“pneumatic tyre” means a tyre which complies in all respects with the following requirements:
(a)it shall be provided with, or together with the wheel upon which it is mounted shall form, a continuous closed chamber inflated to a pressure substantially exceeding atmospheric pressure when the tyre is in the condition in which it is normally used, but is not subjected to any load;
(b)it shall be capable of being inflated and deflated without removal from the wheel or vehicle; and
(c)it shall be such that, when it is deflated and is subjected to a normal load, the sides of the tyre collapse;
“track laying vehicle” means a vehicle so designed and constructed that the weight thereof is transmitted to the road surface either by means of continuous tracks or by a combination of wheels and continuous tracks in such circumstances that the weight transmitted to the road surface by the tracks is not less than half the weight of the vehicle.
Speed limits
3.—(1)  Except as hereinafter provided, no person shall drive a motor vehicle on a road at a speed in excess of 50 kilometres per hour.
(2)  No motor vehicle shall be driven on any road at a speed in excess of the speed set out in the Schedule as the maximum speed for that class or description of motor vehicle.
(3)  Paragraphs (1) and (2) shall not apply to the driving of a motor vehicle on any length of road on which there is for the time being a prohibition or restriction imposed by a notification made under section 63(2) of the Act or an order made under section 113 of the Act on the driving of the motor vehicle along that road in excess of a maximum speed which is less than that prescribed by these Rules in respect of the motor vehicle.
(4)  Paragraph (1) shall not apply to the driving of a motor vehicle on any length of road on which there is for the time being a prohibition or restriction imposed by a notification made under section 63(2) of the Act or an order made under section 113 of the Act on the driving of the motor vehicle along that road at a speed greater than 50 kilometres per hour.
Application of these Rules
4.  These Rules shall not apply to —
(a)a fire engine used for the purpose of extinguishing fires, of preserving life and property in case of fire or of aiding or rescuing persons in danger, or in case of an accident;
(b)an ambulance used for the purpose of aiding or rescuing persons in danger, or in case of an accident; or
(c)a motor vehicle owned by the Government and used by the Singapore Police Force or the Singapore Civil Defence Force for the purpose of executing its functions,
if compliance with these Rules would be likely to hinder the use of the fire engine, ambulance or vehicle for the purpose for which it is being used.
