Road Traffic (Expressway Traffic)
(Amendment) Rules 2017

In exercise of the powers conferred by section 114(1) of the Road Traffic Act, the Minister for Home Affairs makes the following Rules:

Citation and commencement

1. These Rules are the Road Traffic (Expressway Traffic) (Amendment) Rules 2017 and come into operation on 2 May 2017.

Amendment of rule 13

2. Rule 13 of the Road Traffic (Expressway Traffic) Rules (R 23) (called in these Rules the principal Rules) is amended by inserting, immediately after the words “General restrictions” in the rule heading, the words “in relation to conduct”.

Amendment of rule 14

3. Rule 14 of the principal Rules is amended —

(a)

by inserting, immediately before the words “a vehicle” in paragraph (1)(f), the words “subject to rule 14B(a),”;

(b)

by deleting the word “and” at the end of paragraph (1)(i);

(c)

by deleting the full‑stop at the end of sub‑paragraph (j) of paragraph (1) and substituting a semi‑colon, and by inserting immediately thereafter the following sub‑paragraphs:

“(k)

any vehicle that has pedals and is built to be propelled solely by human power, including a bicycle, tricycle or trishaw;

(l)

any bicycle that —

(i)	is equipped with an electric motor; and
(ii)	may be propelled by human power or by the electric motor with which it is equipped, or by both.”; and

(d)

by inserting, immediately after the words “General prohibitions” in the rule heading, the words “in relation to vehicles allowed”.

New rule 14B

4. The principal Rules are amended by inserting, immediately after rule 14A, the following rule:

“Particular restrictions for Sentosa Gateway Tunnel

14B. A person must not, in the road tunnel specified in paragraph 3 of Part I of the Second Schedule, drive or cause or permit to be driven in or cause to remain any of the following vehicles:

(a)	a vehicle whose overall height (including any load) is 3.5 metres or above;
(b)	an excursion bus;
(c)	an omnibus;
(d)	a private bus;
(e)	a private hire bus;
(f)	a school bus;
(g)	a goods vehicle.”.

Amendment of Second Schedule

5. The Second Schedule to the principal Rules is amended —

(a)

by deleting the words “, 3 and 12” in the Schedule reference and substituting the words “and 14B”; and

(b)

by inserting, immediately after paragraph 2 of Part I, the following paragraph:

“3. That road tunnel known as Sentosa Gateway Tunnel that consists of the following lengths of road tunnels:

(a)	a road tunnel that extends from Sentosa Gateway in a general northward direction and ends at Kampong Bahru Road, at a distance of approximately 419 metres;
(b)	a road tunnel that extends from the junction of Kampong Bahru Road and Keppel Road in a general northward direction and ends at Lower Delta Road, at a distance of approximately 558 metres;
(c)	a road tunnel that extends from the junction of Kampong Bahru Road and Keppel Road in a general eastward direction and ends at Keppel Road, at a distance of approximately 292 metres.”.
