Street Works Act
(Chapter 320A)
Street Works (Obstructions in Public Streets) Regulations 2000
In exercise of the powers conferred by section 53 of the Street Works Act, the Land Transport Authority of Singapore, with the approval of the Minister for Communications and Information Technology, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Street Works (Obstructions in Public Streets) Regulations 2000 and shall come into operation on 2nd May 2000.
Obstructions in public streets
2.—(1)  No person shall —
(a)deposit or cause or allow any article or thing to be deposited in or on any public street; or
(b)cause or allow any article or thing to remain in or on any public street,
so as to create any obstruction or inconvenience to the passage of the public on such street.
(2)  Any person who contravenes paragraph (1) shall be guilty of an offence.
(3)  Where an employee of the Authority finds on any public street any article or thing which has been deposited or left to remain there in contravention of paragraph (1), the Authority may, by notice in writing, direct —
(a)the person to whom the article or thing belongs;
(b)the person who caused the article or thing to be deposited or to remain in or on the public street; or
(c)the owner or occupier of any land or building fronting, adjoining or abutting on the public street in or on which the article or thing is deposited,
to remove such article or thing within such time as may be specified in the notice.
(4)  A notice referred to in paragraph (3) may be served —
(a)in accordance with section 47 of the Act; or
(b)by affixing the notice to the article or thing which has been deposited or left to remain in the public street in contravention of paragraph (1).
(5)  Where any person on whom a notice under paragraph (3) has been served fails to comply with it —
(a)he shall be guilty of an offence; and
(b)the Authority may take all steps as it thinks necessary to secure the removal of the article or thing.
(6)  Where an article or thing has been removed by the Authority under paragraph (5), the Authority —
(a)shall, by notice in writing, inform the person on whom a notice under paragraph (3) has been served of such removal and of the manner in which he may secure the release of the article or thing; and
(b)may recover any costs reasonably incurred by it in connection with such removal from that person.
(7)  A notice referred to in paragraph (6) may be served —
(a)in accordance with section 47 of the Act; or
(b)by affixing the notice to the land or building fronting, adjoining or abutting on the street in or on which the article or thing was deposited.
Penalty
3.  Any person who is guilty of an offence under these Regulations shall be liable on conviction to a fine not exceeding $2,000 and, in the case of a continuing offence, to a further fine not exceeding $100 for every day or part thereof during which the offence continues after conviction.
