Long Service and Good Conduct Medal
(Amendment) Rules 2004
The President hereby makes the following Rules:
Citation and commencement
1.—(1)  These Rules may be cited as the Singapore Police Service Long Service and Good Conduct Medal (Amendment) Rules 2004.
(2)  Rules 2 and 3 shall be deemed to have come into operation on 20th September 2003.
(3)  Rules 4 and 5 shall come into operation on 27th April 2004.
Amendment of rule 5
2.  Rule 5 of the Singapore Police Service Long Service and Good Conduct Medal Rules 1994 (G.N. No. S 123/94) (referred to in these Rules as the principal Rules) is amended by deleting the words “President acting in accordance with the recommendation of the Minister or of the following recommending authorities through the Minister” and substituting the words “Permanent Secretary, Ministry of Home Affairs, acting in accordance with the recommendation of any of the following recommending authorities”.
Amendment of rule 7
3.  Rule 7 of the principal Rules is amended —
(a)by deleting sub-paragraph (b) of paragraph (1) and substituting the following sub-paragraph:
(b)if the Permanent Secretary, Ministry of Home Affairs, so directs on the recommendation of the recommending authority under rule 5.”; and
(b)by deleting the word “President” in paragraph (2) and substituting the words “Permanent Secretary, Ministry of Home Affairs,”.
Deletion and substitution of rules 9 and 10 and new rule 10A
4.  Rules 9 and 10 of the principal Rules are deleted and the following rules substituted therefor:
9.—(1)  The Medal shall consist of a hexagonal medal in 925 sterling silver and shall measure 36 mm in width and 3 mm in thickness.
(2)  The obverse side of the Medal —
(a)shall bear the Singapore Coat-of-Arms encircled by the inscription “POLIS REPABLIK SINGAPURA”; and
(b)shall have 12 5-pointed stars evenly distributed at the edge of the Medal.
(3)  The reverse side of the Medal —
(a)shall bear the design of a lion’s head with a laurel wreath beneath the lion’s head and the inscription “LONG SERVICE AND GOOD CONDUCT” encircling the lion’s head; and
(b)shall have 12 5-pointed stars evenly distributed at the edge of the Medal.
10.—(1)  The Medal shall be worn by the recipient on the left side of the outer garment and shall be suspended by a ribbon.
(2)  The ribbon shall be 33 mm in width and 50 mm in length.
(3)  The ribbon shall have vertical stripes in blue, golden yellow and white.
(4)  The stripes from the right and left of the ribbon to the centre of the ribbon shall be blue, golden yellow, blue, white and blue, respectively.
(5)  The width of the blue stripe in the centre and the outer most blue stripes on the ribbon shall be 5 mm each.
(6)  The width of the other stripes on the ribbon shall be 3 mm each.
(7)  Where the medal is awarded for 20 years in service, there shall be one Bar on the Medal bearing a row of laurels.
(8)  Where the Medal is awarded for 30 years in service, there shall be 2 Bars on the Medal bearing a row of laurels each.
(9)  The Bar shall be 33 mm in length and 5 mm in width.
10A.  The miniature Medal shall be identical to the full size Medal as described in rules 9 and 10 except that the dimensions specified in those rules (other than the length of the ribbon) shall be reduced by half.”.
Deletion and substitution of Schedule
5.  The Schedule to the principal Rules is deleted and the following Schedule substituted therefor:
