Rules 2004
The President hereby makes the following Rules:
Citation and commencement
1.—(1)  These Rules may be cited as the Pingat Perhidmatan Seberang Laut Pasukan Pertahanan Awam Singapura (Singapore Civil Defence Force Overseas Service Medal) (Amendment) Rules 2004.
(2)  Rules 2 to 5 shall be deemed to have come into operation on 20th September 2003.
(3)  Rules 6 and 7 shall come into operation on 27th April 2004.
Amendment of rule 2
2.  Rule 2(1) of the Pingat Perhidmatan Sebarang Laut Pasukan Pertahanan Awam Singapura (Singapore Civil Defence Force Overseas Service Medal) Rules 1993 (G.N. No. 3211/93) (referred to in these Rules as the principal Rules) is amended by deleting the word “President” and substituting the words “Permanent Secretary, Ministry of Home Affairs,”.
Amendment of rule 4
3.  Rule 4 of the principal Rules is amended by deleting the word “Minister” in paragraph (a)(ii) and substituting the words “Commissioner of Civil Defence”.
Deletion and substitution of rule 6
4.  Rule 6 of the principal Rules is deleted and the following rule substituted therefor:
6.  Recommendations for the award of the Medal may be made to the Permanent Secretary, Ministry of Home Affairs, by the Commissioner of Civil Defence.”.
Amendment of rule 8
5.  Rule 8 of the principal Rules is amended —
(a)by deleting sub-paragraph (b) of paragraph (1) and substituting the following sub-paragraph:
(b)if the Permanent Secretary, Ministry of Home Affairs, so directs on the recommendation of the Commissioner of Civil Defence.”; and
(b)by deleting the word “President” in paragraph (2) and substituting the words “Permanent Secretary, Ministry of Home Affairs,”.
Deletion and substitution of rules 10, 11 and 12 and new rule 12A
6.  Rules 10, 11 and 12 of the principal Rules are deleted and the following rules substituted therefor:
10.—(1)  The Medal shall consist of a triangle upon a circular medal in 925 sterling silver.
(2)  The circular Medal shall be 34 mm in diameter and 3 mm in thickness.
(3)  The triangle on the circular Medal shall be 36 mm in diameter.
(4)  The obverse side of the Medal shall bear the Singapore Coat-of-Arms encircled by the inscriptions “CIVIL DEFENCE FORCE” above the Coat-of-Arms and “SINGAPORE” beneath the Coat-of-Arms.
(5)  The reverse side of the Medal shall bear a map of Southeast Asia and Australia with the inscription “OVERSEAS SERVICE”.
11.—(1)  The Medal shall be worn by the recipient on the left side of the outer garment and shall be suspended by an orange ribbon that is 33 mm in width and 50 mm in length.
(2)  There shall be a maroon stripe of a width of 5 mm in the centre of the ribbon.
(3)  The maroon stripe shall be flanked on each side by —
(a)an orange stripe that is 7 mm in width, at the outermost part of the ribbon; and
(b)a white stripe that is 7 mm in width with a blue stripe that is 1 mm in width running through its centre.
12.—(1)  There shall be one Bar on the ribbon for each stint of overseas service performed by the recipient.
(2)  The Bar shall be in 925 sterling silver and shall be 33 mm in length and 7 mm in width.
(3)  The name of the country and the year in which each stint of overseas service is performed by the recipient shall be clearly inscribed on the Bar.
(4)  The inscription shall be in block letters and the height of the letters shall be 1.5 mm to 2 mm, depending on the number of characters to be inscribed.
(5)  The borders of the Bar shall be laureated.
12A.  The miniature version of the Medal shall be identical to the full size Medal as described in rules 10, 11 and 12 except that the dimensions specified in those rules (other than the length of the ribbon) shall be reduced by half.”.
Deletion and substitution of Schedule
7.  The Schedule to the principal Rules is deleted and the following Schedule substituted therefor:
