Town Councils Act
(Chapter 329A)
Town Council of City Centre (Common Property and Open Spaces) (Amendment) By-laws 2000
In exercise of the powers conferred by section 24(1) of the Town Councils Act, the Town Council for the Town of City Centre hereby makes the following By-laws:
Citation and commencement
1.  These By-laws may be cited as the Town Council of City Centre (Common Property and Open Spaces) (Amendment) By-laws 2000 and shall come into operation on 9th May 2000.
Amendment of by-law 3
2.  By-law 3 of the Town Council of City Centre (Common Property and Open Spaces) By-laws (By 24) (referred to in these By-laws as the principal By-laws) is amended —
(a)by deleting the word “or” at the end of sub-paragraph (a); and
(b)by deleting the full-stop at the end of sub-paragraph (b) and substituting a semi-colon, and by inserting immediately thereafter the following sub-paragraph:
(c)permit any dog, cat or other animal belonging to him or in his charge to urinate, defecate or otherwise soil any common property or open space.”.
Amendment of by-law 5
3.  By-law 5 of the principal By-laws is amended by inserting, immediately after the word “damage” in paragraph (1), the words “or deface”.
Deletion and substitution of by-law 14
4.  By-law 14 of the principal By-laws is deleted and the following by-law substituted therefor:
Diversion of water or electricity
14.  No person shall draw, divert or take —
(a)any water from any water service installation for the supply of water, tap or pipe situated on any common property; or
(b)any electricity from any electrical installation for the supply of electricity, socket or electrical supply line situated on any common property,
except with the prior written permission of the Town Council.”.
New by-laws 15A to 15D
5.  The principal By-laws are amended by inserting, immediately after by-law 15, the following by-laws:
Littering on common property
15A.  No person shall throw or deposit, or cause or permit to be thrown or deposited, any dust, dirt, ash, refuse, rubbish or other matter or thing into or onto any common property or open space other than in a refuse chute or any other refuse or litter container or receptacle designated for that purpose.
Throwing objects, etc., from buildings and dangerously positioned objects
15B.—(1)  No person shall endanger life or property or cause any nuisance, annoyance or inconvenience to any person within the Town by throwing, or allowing to fall from his flat or any part of the building in a housing estate, any object, material, thing, article or substance.
(2)  No person shall place any pot, plant, ornament, article, object or substance on any window-sill, corridor or common property within the Town in such manner which, in the opinion of the Town Council, is likely to cause injury or cause damage to any common property or the property of any other person.
Misuse of lifts
15C.  No person shall jam, misuse or obstruct or cause or permit to be jammed, misused or obstructed any lift door in any building in the housing estate with any material, article, object or thing.
Trespassing onto meter rooms, etc.
15D.  No person shall, except with the prior written permission of the Town Council, enter any lift motor room or any common property, being a fenced enclosure, building or room, in which any installation for the use or supply of water or electricity may be situated.”.
Amendment of by-law 17
6.  By-law 17 of the principal By-laws is amended by deleting “$1,000” and substituting “$5,000”.
