Environmental Public Health (Public Cleansing)
(Amendment No. 3) Regulations 2001

In exercise of the powers conferred by section 113 of the Environmental Public Health Act, the Minister of State, Ministry of the Environment, charged with the responsibility of the Minister for the Environment, hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Environmental Public Health (Public Cleansing) (Amendment No. 3) Regulations 2001 and shall come into operation on 1st May 2001.

Amendment of Second Schedule

2. The Second Schedule to the Environmental Public Health (Public Cleansing) Regulations (Rg 3) is amended —

(a)

by deleting the words “Fourth or Fifth Schedule” in the 2nd line of paragraph 2 and substituting the words “Fourth, Fifth or Sixth Schedule”; and

(b)

by inserting, immediately after paragraph 4, the following paragraph:

“5. Fees for the collection and removal of refuse from premises which are located in the area specified in the Sixth Schedule and which have been designated by the Commissioner under section 8(2)(b) of the Act as premises whose occupiers shall use the service provided by the public waste collector licensee, SEMAC Pte. Ltd.:

Per month

(1) Domestic premises provided with —

(a) direct refuse collection

$22.23 per premises

(b) indirect refuse collection

$6.20 per premises.

(2) Non-domestic premises where daily quantity of refuse collected and removed —

(a) does not exceed 120 litres

$17.13 per premises

(b) exceeds 120 litres but does not exceed 240 litres

$89.73 per premises

$135.62 per premises

(d) exceeds 360 litres but does not exceed 660 litres

$254.93 per premises

(e) exceeds 660 litres but does not exceed 1,100 litres

$405.84 per premises

(f) exceeds 1,100 litres

a combination of fees from sub-paragraphs (a) to (e) according to the least number of bins required to contain the daily refuse output.

(3) Hawker stalls, including stalls in public markets and Statutory Board markets, and those operated on temporary permits

$17.13 per stall.”SIXTH SCHEDULE

New Sixth Schedule

3. The Environmental Public Health (Public Cleansing) Regulations are amended by inserting, immediately after the Fifth Schedule, the following Schedule:

“SIXTH SCHEDULE

Second Schedule, paragraphs 2 and 5

Area in Which the Collection and Removal of Refuse from Premises Designated under Section 8 (2) (b) of the Act Shall be Carried Out by Semac Pte. Ltd.:

The area bounded by Sungei Pandan, Pan-Island Expressway, Adam Road, Farrer Road, Queensway, Alexandra Road, Telok Blangah Road, Berlayar Creek (the canal beside Keppel Golf Links) to the coast and the coastline from the latter to Sungei Pandan, which area is more particularly delineated in the following map:
