Road Traffic Act
(Chapter 276)
Road Traffic (Electronic Road Pricing System) (Amendment No. 3) Rules 1999
In exercise of the powers conferred by sections 34D and 140 of the Road Traffic Act, the Minister for Communications and Information Technology hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Electronic Road Pricing System) (Amendment No. 3) Rules 1999 and shall come into operation on 9th June 1999.
Amendment of rule 4
2.  Rule 4 of the Road Traffic (Electronic Road Pricing System) Rules 1998 (G.N. No. S 176/98) (referred to in these Rules as the principal Rules) is amended —
(a)by deleting the word "or" at the end of sub-paragraph (c) of paragraph (1);
(b)by deleting the comma at the end of sub-paragraph (d) of paragraph (1) and substituting a semicolon, and by inserting immediately thereafter the following sub-paragraphs:
(e)manufacture or assemble an in-vehicle unit; or
(f)sell or supply or offer to sell or supply an in-vehicle unit,”; and
(c)by inserting, immediately after paragraph (1), the following paragraph:
(1A)  Any person who contravenes paragraph (1) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 12 months or to both.”.
Amendment of rule 8
3.  Rule 8 of the principal Rules is amended by inserting, immediately after paragraph (1A), the following paragraph:
(1B)  Any person who, during the restricted hours, rides, drives or moves a motor vehicle from an area outside a specified entry point on a specified road to an area within the specified entry point in such a manner as to avoid riding, driving or moving the motor vehicle into the specified entry point and thereby evades payment of the road user charge levied in respect of that specified entry point shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 6 months or to both.”.
Amendment of rule 9
4.  Rule 9 of the principal Rules is amended by inserting, immediately after paragraph (1), the following paragraph:
(1A)  Any person who hinders, without lawful authority, by any means and to any extent, the view of any of the identification marks of any vehicle in respect of which an offence under these Rules has been committed and who thereby obstructs the identification of the vehicle shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 6 months or to both.”.
