Merchant Shipping Act
(Chapter 179)
Merchant Shipping (Safety Convention) (Amendment) Regulations 2009
In exercise of the powers conferred by section 100 of the Merchant Shipping Act, the Maritime and Port Authority of Singapore, with the approval of the Minister for Transport, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Merchant Shipping (Safety Convention) (Amendment) Regulations 2009 and shall come into operation on 1st July 2009.
New Regulation 5-1 of Chapter VI
2.  Chapter VI of the Merchant Shipping (Safety Convention) Regulations (Rg 11) is amended by inserting, immediately after Regulation 5, the following Regulation:
Regulation 5-1

Material Safety Data Sheets

Ships carrying MARPOL Annex I cargoes, as defined in Appendix I to Annex I of the Protocol of 1978 relating to the International Convention for the Prevention of Pollution from Ships, 1973, and marine fuel oils shall be provided with a material safety data sheet prior to the loading of such cargoes based on the recommendations developed by the Organization1.

Amendment of First Schedule
3.  The First Schedule to the Merchant Shipping (Safety Convention) Regulations is amended —
(a)by deleting the table in item 2.1.3 in the Form of Safety Certificate for Passenger Ships and substituting the following table:
Subdivision load lines assigned and marked on the ship’s side at amidships (Regulation II-1/13)**

To apply when the spaces in which passengers are carried include the following alternative spaces

** For ships constructed before 1 January 2009, the applicable subdivision notation C.1, C.2, or C.3 should be used.;
(b)by deleting the full-stop at the end of item 2.9 in the Form of Safety Certificate for Passenger Ships and substituting a semi-colon, and by inserting immediately thereafter the following items:

the ship was/was not* subjected to an alternative design and arrangements in pursuance of Regulation II-2/17 of the Convention;
2.11
a Document of approval of alternative design and arrangements for fire safety is/is not* appended to this Certificate.
(c)by inserting, immediately after item 4 in the Form of Safety Construction Certificate for Cargo Ships, the following items:
5.  That the ship was/was not* subjected to an alternative design and arrangements in pursuance of Regulation II-2/17 of the Convention.
6.  That a Document of approval of alternative design and arrangements for fire safety is/is not* appended to this Certificate.”;
(d)by deleting the full-stop at the end of item 2.6 in the Form of Safety Equipment Certificate for Cargo Ships and substituting a semi-colon, and by inserting immediately thereafter the following items:
2.7 the ship was/was not** subjected to an alternative design and arrangements in pursuance of Regulation II-2/17 of the Convention;
2.8 a Document of approval of alternative design and arrangements for fire safety is/is not** appended to this Certificate.”;
(e)by deleting the table in item 2.1.3 in the Form of Safety Certificate for Nuclear Passenger Ships and substituting the following table:

(g)by deleting the full-stop at the end of item 2.9 in the Form of Safety Certificate for Nuclear Cargo Ships and substituting a semi-colon, and by inserting immediately thereafter the following items:
2.10 the ship was/was not** subjected to an alternative design and arrangements in pursuance of Regulation II-2/17 of the Convention;
2.11 a Document of approval of alternative design and arrangements for fire safety is/is not** appended to this Certificate.”.
