(Control of Display)
(Exemption for SEA Games 2015)
Order 2015

In exercise of the powers conferred by section 5 of the National Emblems (Control of Display) Act, the Minister for Home Affairs makes the following Order:

Citation

1. This Order may be cited as the National Emblems (Control of Display) (Exemption for SEA Games 2015) Order 2015.

Definitions

2. In this Order, unless the context otherwise requires —

“exemption period” means the period between 24 May 2015 and 16 June 2015 (both dates inclusive);

“participating State” means any of the following States:

(a)	Brunei Darussalam;
(b)	Democratic Republic of Timor-Leste;
(c)	Kingdom of Thailand;
(d)	Kingdom of Cambodia;
(e)	Lao People’s Democratic Republic;
(f)	Malaysia;
(g)	Republic of Indonesia;
(h)	Republic of the Philippines;
(i)	Socialist Republic of Vietnam;
(j)	Union of Myanmar;

“representative”, in relation to a participating State, means a person representing a participating State for the SEA Games 2015, and includes athletes and officials;

“SEA Games 2015” means the 28th South East Asian Games to be held in Singapore from 5 June 2015 to 16 June 2015 (both dates inclusive);

“SEA Games 2015 event” means a sporting event that is part of the SEA Games 2015, and includes the opening and closing ceremonies of those Games.

Exemption for displays of national emblems for SEA Games 2015

3. A person who displays the national emblem of a participating State in accordance with this Order is exempt from section 3 of the Act.

Display at SEA Games 2015 headquarters

4. A person may display the national emblem of a participating State within the International Broadcast Centre at 230 Stadium Boulevard at any time during the exemption period.

Display at competition venues

5. A person may display the national emblem of a participating State —

(a)	at or within a venue specified in the First Schedule; and
(b)	during a SEA Games 2015 event held at that venue (including a reasonable time before and after such an event).

Display at training venues

6. A person may display the national emblem of a participating State —

(a)	at or within a venue specified in the Second Schedule; and
(b)	at any time during the exemption period,

if a representative of the participating State is training at the venue during that period.

Display at premises where representatives are staying

7. A person may display the national emblem of a participating State —

(a)	within any of the premises specified in the Third Schedule; and
(b)	at any time during the exemption period,

if a representative of the participating State is staying in those premises during that period.

Display on representatives’ arrival or departure

8. A person may display the national emblem of a participating State —

(a)

at any time from 24 May 2015 to 18 June 2015 (both dates inclusive); and

(b)

either —

(i)	at or in the vicinity of an arrival hall in Changi Airport, to welcome a representative of the participating State; or
(ii)	at or in the vicinity of a departure hall in Changi Airport, to send off a representative of the participating State.

No offensive or insulting displays

9. Despite paragraphs 4 to 8, a person must not display a national emblem in an offensive or insulting manner.

No displays if so ordered by police

10. Despite paragraphs 4 to 8, a person must not display or continue to display a national emblem if so ordered by a police officer.

Display by Organising Committee

11. The Organising Committee for the SEA Games 2015, or a person acting at the direction of that Committee, may display the national emblem of a participating State in connection with the SEA Games 2015.
