Films Act
(Chapter 107)
Films (Licensing) Regulations 2001
In exercise of the powers conferred by section 41 of the Films Act, the Minister for Information and the Arts hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Films (Licensing) Regulations 2001 and shall come into operation on 15th June 2001.
Definition
2.  In these Regulations, “distribution point” means a place from which films are distributed.
Fee for licence and renewal thereof
3.  The fee payable for a licence granted under section 7 of the Act, or for the renewal thereof, in respect of each of the following businesses shall be $1,500 for 2 years or part thereof:
(a)importing films;
(b)making films;
(c)distributing films; or
(d)exhibiting films.
Fee for additional distribution point
4.—(1)  In the case of the business of distribution, the licence granted shall designate the distribution point.
(2)  A further fee of $1,500 for 2 years or part thereof shall be payable for each additional distribution point.
Fee for temporary distribution points
5.—(1)  A licence granted under section 7 of the Act in respect of any business of temporary distribution of films shall be valid for such period, not exceeding one month, as the Licensing Officer may determine.
(2)  The fee payable for such licence referred to in paragraph (1) shall be as follows for each temporary distribution point:
(a)$6 per day; or
(b)$125 per month.
(3)  In the case of a business of temporary distribution of films, the licence granted shall designate the temporary distribution point.
Applicant to give cash deposit or bank guarantee
6.—(1)  The Licensing Officer may, before granting a licence, require the applicant to give a cash deposit or a bank guarantee of not more than $20,000 —
(a)for each of the businesses mentioned in regulation 3; and
(b)for each additional distribution point.
(2)  The Licensing Officer may, before granting a licence for any temporary distribution point, require the applicant to give a cash deposit or a bank guarantee of —
(a)where a single application relates to 4 or more temporary distribution points — $20,000; or
(b)otherwise, $5,000 for each temporary distribution point.
Revocation
7.  The Films (Licensing) Regulations (Rg 1) are revoked.
Savings
8.  Any licence granted under section 7 of the Act in respect of any business for importing, making, distributing or exhibiting films and in force immediately before 15th June 2001 shall continue to be in force until its expiry and shall, if renewed, be renewed in accordance with the provision of these Regulations.
