Road Traffic
(Nanyang Technological University —
Exemption) Order 2023
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Road Traffic (Nanyang Technological University — Exemption) Order 2023.
(2)  This Order is in force for the period between 8 June 2023 and 31 December 2023 (both dates inclusive).
Definitions
2.  In this Order —
“research project” means the research project known as the Programme for Micro‑Mobility Safety and Utility Research undertaken by the Nanyang Technological University from 1 December 2020 to 31 August 2023 (both dates inclusive);
“specified period” means —
(a)for the specified roads in Maps 1 and 2 set out in the Schedule — the period between 8 June 2023 and 31 August 2023 (both dates inclusive); or
(b)for the specified roads in Map 3 set out in the Schedule — the period between 8 June 2023 and 31 December 2023 (both dates inclusive);
“specified personal mobility device” means a personal mobility device that —
(a)is a registrable personal mobility device registered under Part 3A of the Active Mobility Act 2017;
(b)is not a non‑compliant personal mobility device under the Active Mobility Act 2017; and
(c)is used by the Nanyang Technological University for the purpose of the research project;
“specified power‑assisted bicycle” means a power‑assisted bicycle used for the specified purpose;
“specified purpose” means research conducted by the Nanyang Technological University;
“specified road” means any of the roads delineated by a black‑coloured line in the maps set out in the Schedule;
“specified rules” means —
(a)the Road Traffic (Power‑Assisted Bicycles — Approval) Rules 2004 (G.N. No. S 768/2004); and
(b)rule 13(1) of the Road Traffic (Bicycles) Rules (R 3).
Exemption for specified personal mobility device riders
3.  Section 5A of the Act does not apply to any individual who rides a specified personal mobility device on a specified road in Map 1 or 2 set out in the Schedule during the specified period, for or in connection with the research project, if all of the following conditions are satisfied:
(a)the individual is authorised by the Nanyang Technological University to ride the specified personal mobility device;
(b)no more than 2 specified personal mobility devices are ridden at any time on the specified road.
Exemption for use of specified power‑assisted bicycle
4.  Sections 5, 10(1), 10A, 11, 11AA, 11A, 13, 19, 28, 28A and 29(1) of the Act, and the specified rules, do not apply to any person who uses, or causes or permits any other person to use, a specified power‑assisted bicycle on a specified road in Map 3 set out in the Schedule, during the specified period and in connection with the specified purpose, under the following conditions:
(a)the person using the specified power‑assisted bicycle (called in this Order the user) is authorised by the Nanyang Technological University to ride the specified power‑assisted bicycle;
(b)the user, when using the specified power‑assisted bicycle —
(i)complies with the rules in the Road Traffic (Bicycles) Rules (except rule 13(1)); and
(ii)wears a bright‑coloured vest bearing the words “Nanyang Technological University” or “NTU”;
(c)the charging of the batteries of the specified power‑assisted bicycle does not take place, at any time, on any road;
(d)there is in force, at any time the specified power‑assisted bicycle is used in connection with the specified purpose, a policy of insurance in relation to the specified power‑assisted bicycle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the user); and
(ii)any property damage suffered by any person (other than the user),
caused by or arising out of the use of the specified power‑assisted bicycle;
(e)the risk under the policy of insurance mentioned in sub‑paragraph (d) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
