(Amendment) Rules 2020

In exercise of the powers conferred by section 10A(4) of the Road Traffic Act, the Minister for Transport makes the following Rules:

Citation and commencement

1. These Rules are the Road Traffic (Motor Vehicles, Quota System) (Amendment) Rules 2020 and come into operation on 1 May 2020.

Amendment of First Schedule

2. Paragraph (2) of the First Schedule to the Road Traffic (Motor Vehicles, Quota System) Rules (R 31) is deleted and the following paragraphs substituted therefor:

“(2) For the purposes of these Rules, the average of the quota premiums payable for a certificate of entitlement for any month (called in this paragraph the particular month) in relation to the particular category of vehicle is calculated as follows:

is the sum of the quota premiums for certificates of entitlement issued for that particular category of vehicle during all of the quota periods in the relevant month immediately preceding the particular month (called in this paragraph relevant month 1);

is the sum of the quota premiums for certificates of entitlement issued for that particular category of vehicle during all of the quota periods in the relevant month immediately preceding relevant month 1 (called in this paragraph relevant month 2);

is the sum of the quota premiums for certificates of entitlement issued for that particular category of vehicle during all of the quota periods in the relevant month immediately preceding relevant month 2 (called in this paragraph relevant month 3);

is the number of quota periods in relevant month 1;

is the number of quota periods in relevant month 2;

is the number of quota periods in relevant month 3; and

is 3.

(2A) For the purposes of paragraph (2), “relevant month” means a month in which —

(a)	bids have been invited for certificates of entitlement; and
(b)	at least one certificate of entitlement has been issued under rule 11(1).”.
