Notification 2023
In exercise of the powers conferred by section 23 of the Motor Vehicles (Third‑Party Risks and Compensation) Act 1960, the Minister for Transport makes the following Notification:
Citation
1.  This Notification is the Motor Vehicles (Third‑Party Risks and Compensation) (National Day Parade 2023 — Exemption) Notification 2023.
Definitions
2.  In this Notification —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“float” means any electrically operated multi‑wheeled vehicle used to carry art installations for display;
“specified event” means the National Day Parade 2023, and includes any rehearsals;
“specified road” means any of the roads delineated by the black‑coloured lines in the map set out in the Schedule.
Exemption for buggy
3.  Section 3 of the Act does not apply to, or in relation to, a buggy when it is used on a specified road during the period between 10 June 2023 and 9 August 2023 (both dates inclusive) for the purpose of the specified event, if all of the following conditions are satisfied:
(a)the buggy displays an official label issued by the NDP 2023 Organising Secretariat;
(b)there is in force, at any time the buggy is used in connection with the specified event, a policy of insurance in relation to the buggy insuring against any liability in respect of the death of or bodily injury sustained by any person (other than the driver of the buggy) caused by or arising out of the use of the buggy;
(c)the risk under the policy of insurance mentioned in sub‑paragraph (b) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
Exemption for float
4.  Section 3 of the Act does not apply to, or in relation to, a float when it is used on a specified road during the period between 10 June 2023 and 9 August 2023 (both dates inclusive) for the purpose of the specified event, if all of the following conditions are satisfied:
(a)there is in force, at any time the float is used in connection with the specified event, a policy of insurance in relation to the float insuring against any liability in respect of the death of or bodily injury sustained by any person (other than the driver of the float) caused by or arising out of the use of the float;
(b)the risk under the policy of insurance mentioned in sub‑paragraph (a) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
