Parking Places Act
(Chapter 214)
Parking Places (Provision of Parking Places and Parking Spaces) (Amendment) Rules 1998
In exercise of the powers conferred by section 8 of the Parking Places Act, the Minister for Communications hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Parking Places (Provision of Parking Places and Parking Spaces) (Amendment) Rules 1998 and shall come into operation on 24th July 1998.
Amendment of rule 2
2.  Rule 2 of the Parking Places (Provision of Parking Places and Parking Spaces) Rules (R 5) (referred to in these Rules as the principal Rules) is amended —
(a)by inserting, immediately before the definition of “approved development”, the following definition:
“ “approval of the competent authority” means permission given by a competent authority to develop land and includes authorisation to develop land pursuant to the Planning (Development of Land Authorisation) Notification (Cap. 232, N 1)”; and
(b)by deleting the definition of “competent authority” and substituting the following definitions:
“ “competent authority” means any competent authority appointed under section 5 of the Planning Act 1998 (Act 3 of 1998);
“develop” shall have the same meaning as in section 3 of the Planning Act 1998;
“developer” means a person who obtains the approval of the competent authority;”.
Deletion and substitution of rule 3
3.  Rule 3 of the principal Rules is deleted and the following rule substituted therefor:
Submission of proposals and plans
3.  Every developer shall, immediately upon obtaining the approval of the competent authority, submit proposals and plans to the Authority for the provision of parking places and parking spaces on the land to be developed or on such alternative place as the Authority may approve.”.
Amendment of rule 6
4.  Rule 6(1) of the principal Rules is amended by deleting the words “written permission” wherever they appear in sub-paragraphs (a)(i) and (ii) and substituting in each case the words “approval of the competent authority”.
Amendment of Schedule
5.  The Schedule to the principal Rules is amended —
(a)by deleting the words “having dimensions of 3.0 m by 9.3 m (for parallel parking) or 3.0 m by 7.5 m (for angled parking)” in the second column of item 7 of Part I;
(b)by inserting, immediately after item 8 of Part I, the following item:
“9.Nursing homes
1 car parking space per 8 beds.”;
(c)by deleting Part II and substituting the following Part:

V.
Headroom:
 
In those parts of a building (above or below ground floor level) used or intended to be used for the parking of wheeled vehicles, the minimum clear height of such part of the building shall be not less than 2.4 m below which height only the underside of beams, direction signs, sprinkler heads, electrical fittings and other similar items may be allowed to project if the underside of such item shall be not less than 2.2 m from the floor level.
VI.
Conditions:
 
1.The area of each stall shall be flat and free from kerbs and other encumbrances.
 
2.For angled parking, where a stall is adjacent to a large element such as a wall, minimum stall width shall be 2.7 m. For parallel parking, where cars cannot be parked by reversing, minimum stall length shall be 7.2 m.
 
3.The width of aisles and ramps shall be free from kerbs and other encumbrances.
 
4.Adequate blending of ramp grades at floor levels shall be provided. This can be satisfactorily achieved by the provision of a straight slope 3.0 m to 3.6 m long at half the grade of the ramps.
 
5.The surface of long spiral ramps shall be super-elevated to facilitate movement of vehicles. Other means as may be approved by the Authority may be adopted.
 
6.The slope of a curved ramp shall be that of the centre lien of its path.

DIMENSIONS OF PARKING LOTS FOR LORRIES,
HEAVY VEHICLES AND MOTORCYCLES

Lorry Lot, Coach and Loading and Unloading Bay:
 The size of a parking lot for a lorry or coach and loading and unloading bay shall have a minimum dimension of 3.0 m by 9.3 m (for parallel parking) or 3.0 m by 7.5 m (for angled parking).
Motorcycle Lot:
 The size of a parking lot for a motorcycle shall have a minimum dimension of 0.8 m by 2.4 m.
”;
(d)by deleting the words “and religious” in item 1 of Part V;
(e)by inserting, immediately after item 1 of Part V, the following item:
1A.Religious organisations.”; and
(f)by deleting Part VII and substituting the following Part:

For the purposes of items 3 and 4 of Part I, the plans showing Zones A, B and C are available for inspection at the Authority’s Development and Control Department during office hours.”.
