Road Traffic Act

Road Traffic (Motor Vehicles, Quota System)
(Amendment No. 2) Rules 2000
In exercise of the powers conferred by section 10A(4) of the Road Traffic Act, the Minister for Communications and Information Technology hereby makes the following Rules:
Citation and commencement
1.—(1)  These Rules may be cited as the Road Traffic (Motor Vehicles, Quota System) (Amendment No. 2) Rules 2000 and shall, with the exception of rule 2, come into operation on 2nd October 2000.
(2)  Rule 2 of the Road Traffic (Motor Vehicles, Quota System) (Amendment No. 2) Rules 2000 shall be deemed to have come into operation on 1st June 2000.
Amendment of rule 20
2.  Paragraph (15) of rule 20 of the Road Traffic (Motor Vehicles, Quota System) Rules (R 31) (referred to in these Rules as the principal Rules) is deleted and the following paragraph substituted therefor:
(15)  For the purposes of this rule, “new vehicle” means —
(a)a motor vehicle which —
(i)is first registered in a country or place outside Singapore and subsequently de-registered within a period of 3 working days (or such longer period as the Registrar may allow in any particular case) after that first registration;
(ii)is registered under the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) on or after 1st June 2000 pursuant to an application made within 3 months (or such longer period as the Registrar may allow in any particular case) after de-registration in that country or place; and
(iii)has never been used anywhere before the date of its first registration in Singapore; or
(b)any other motor vehicle which has not been registered elsewhere before its first registration in Singapore.”.
Amendment of rule 22
3.  Rule 22 (5) of the principal Rules is amended by inserting, immediately after the words “30th September 1997”, the words “and before 2nd October 2000”.
Amendment of rule 24A
4.  Paragraph (16) of rule 24A of the principal Rules is deleted and the following paragraph substituted therefor:
(16)  For the purposes of this rule, “new vehicle” means —
(a)a motor vehicle which —
(i)is first registered in a country or place outside Singapore and subsequently de-registered within a period of 3 working days (or such longer period as the Registrar may allow in any particular case) after that first registration;
(ii)is registered under Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) on or after 1st June 2000 pursuant to an application made within 3 months (or such longer period as the Registrar may allow in any particular case) after de-registration in that country or place; and
(iii)has never been used anywhere before the date of its first registration in Singapore; or
(b)any other motor vehicle which has not been registered elsewhere before its first registration in Singapore.”.
