Road Traffic Act
(Chapter 276)
Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 7) Rules 2000
In exercise of the powers conferred by sections 10, 34 and 140 of the Road Traffic Act, the Minister for Communications and Information Technology hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 7 Rules 2000 and shall come into operation on 9th October 2000.
Deletion and substitution of rule 3A
2.  Rule 3A of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) is deleted and the following rule substituted therefor:
Waiver of registration
3A.  The Registrar may, in his discretion and subject to such conditions as he thinks fit, waive the registration of any vehicle if he is satisfied that —
(a)the vehicle —
(i)will not be used on any road at any time; and
(ii)will be kept and used exclusively for any of the following purposes :
(A)training;
(B)research and development;
(C)exhibition for a duration not exceeding 12 months; or
(D)racing within an enclosed area; or
(b)the vehicle —
(i)will not be used on any road repairable at the public expense at any time; and
(ii)will not conform with the requirements of the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9).”.
