Environmental Public Health Act
(Chapter 95)
Environmental Public Health (Public Cleansing) (Amendment No. 3) Regulations 1999
In exercise of the powers conferred by section 113 of the Environmental Public Health Act, the Minister for the Environment hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Environmental Public Health (Public Cleansing) (Amendment No. 3) Regulations 1999 and shall come into operation on 1st November 1999.
Amendment of Second Schedule
2.  The Second Schedule to the Environmental Public Health (Public Cleansing) Regulations (Rg 3) is amended —
(a)by deleting the words “Third Schedule” in the 2nd line of paragraph 2 and substituting the words “Third or Fourth Schedule”; and
(b)by inserting, immediately after paragraph 2, the following paragraph:
3.  Fees for the collection and removal of refuse from premises which are located in the area specified in the Fourth Schedule and which have been designated by the Commissioner under section 8(2)(b) of the Act as premises whose occupiers shall use the services of the public waste collector licensee, Colex Holdings Ltd.:
 
Per month
(1) Domestic premises provided with —
 
(a) direct refuse collection
$20.50 per premises.
(b) indirect refuse collection
$5.15 per premises.
(2) Non-domestic premises where daily quantity of refuse collected and removed —
 
(a) does not exceed 170 litres
$36 per premises.
(b) exceeds 170 litres but does not exceed 350 litres
$88.50 per premises.
(c) exceeds 350 litres but does not exceed 700 litres
$227 per premises.
(d) exceeds 700 litres but does not exceed 1,000 litres
$328 per premises.
(e) exceeds 1,000 litres for every 1,000 litres or part thereof
$328 per premises.
(3) Hawker stalls, including stalls in public markets and Statutory Board markets, and those operated on temporary permits
$36.05 per stall.”.
New Fourth Schedule
3.  The Environmental Public Health (Public Cleansing) Regulations is amended by inserting, immediately after the Third Schedule, the following Schedule:
FOURTH SCHEDULE
Second Schedule, paragraphs 2 and 3
Area in Which the Collection and Removal of Refuse from Premises Designated under Section 8 (2) (b) OF THE aCT SHALL BE CARRIED BY COLEX HOLDINGS LTD
The area bounded by Bedok 4th Subsidiary Drain (next to East Coast Park Car Park “F1”), East Coast Parkway, Bedok South Avenue 1, Upper East Coast Road, Bedok Junction, an imaginary line running between East Coast Medicare Centre and Laguna National Golf Course, Sungei Bedok, Bedok Canal, Tampines Avenue 10, Kaki Bukit Road 5, an imaginary line running along the fenceline of the SAF Driving Centre and Paya Lebar Airbase, Old Airport Road, Eunos Link, Jalan Eunos, Changi Road, Geylang Road, Geylang Canal, Guillemard Road, Sungei Geylang, Dunman Road, Tanjong Katong Road, an imaginary line from Tanjong Katong Flyover to the coast and the coastline from the latter to Bedok 4th Subsidiary Drain, which area is more particularly delineated in the following map:
