(Miscellaneous Amendments)
Regulations 2023

In exercise of the powers conferred by section 113 of the Fire Safety Act 1993, the Minister for Home Affairs makes the following Regulations:

Citation and commencement

1. These Regulations are the Fire Safety (Miscellaneous Amendments) Regulations 2023 and are deemed to have come into operation on 31 December 2021.

Amendment of Fire Safety (Registered Inspectors) Regulations

2. In the Fire Safety (Registered Inspectors) Regulations (Rg 2) —

(a)

in regulation 2, in the definition of “approved fire safety plans”, replace “section 23” with “section 55”;

(b)

in regulation 3(1), replace “section 5(4)” with “section 6(4)”;

(c)

in regulation 4(1)(a), replace “(Cap. 12)” with “1991”;

(d)

in regulation 4(1)(a), replace “(Cap. 253)” with “1991”;

(e)

in the following provisions, replace “section 25(1)” with “section 57(1)”:

Regulation 8(2)

Regulation 10;

(f)

in regulation 12, replace “section 5A(5)” with “section 7(5)”;

(g)

in the First Schedule, in the first paragraph, in sub‑paragraph (a), replace “(Cap. 12)” with “1991”;

(h)

in the First Schedule, in the first paragraph, in sub‑paragraph (a), replace “(Cap. 253)” with “1991”;

(i)

in the First Schedule, in the first paragraph, in sub‑paragraphs (b), (c) and (d), after “Professional Engineers Act”, insert “1991”; and

(j)

in the First Schedule, in the first paragraph, in sub‑paragraph (c), after “Architects Act”, insert “1991”.

Amendment of Fire Safety (Fire Safety Managers) Regulations

3. In the Fire Safety (Fire Safety Managers) Regulations (Rg 3), in regulation 2, in the definition of “Table‑Top Exercises”, in paragraph (b), replace “section 21(1)” with “section 37(1)”.

Amendment of Fire Safety (Fire Safety Engineers) Regulations

4. In the Fire Safety (Fire Safety Engineers) Regulations (Rg 9) —

(a)	in regulation 2(1), replace “section 22B(3)” with “section 42(4)”;
(b)	in regulation 3(1) and (2), replace “section 22B(2)” with “section 42(2)”; and
(c)	in regulation 7, replace “section 22B(5)” with “section 42(6)”.

Amendment of Fire Safety (Company Emergency Response Team) Regulations 2013

5. In the Fire Safety (Company Emergency Response Team) Regulations 2013 (G.N. No. S 540/2013) —

(a)	in regulation 2, in the definition of “CERT”, replace “section 22” with “section 38”;
(b)	in regulation 2, in the definitions of “owner” and “occupier”, replace “section 22AA” with “section 40”;
(c)	in regulation 2, in the definition of “SCDF”, replace “(Cap. 42)” with “1986”;
(d)	in regulation 3(1)(a), replace “section 22(4)(a)” with “section 38(4)(a)”; and
(e)	in regulation 4(a), replace “section 21” with “section 37”.

Amendment of Fire Safety (Marine Fire-fighting Fees) Regulations 2013

6. In the Fire Safety (Marine Fire-fighting Fees) Regulations 2013 (G.N. No. S 543/2013), in the Second Schedule, in item 5, replace “(Cap. 106, O 30)” with “(O 30)”.

Amendment of Fire Safety (Appeal Advisory Board) Regulations 2020

7. In the Fire Safety (Appeal Advisory Board) Regulations 2020 (G.N. No. S 774/2020) —

(a)	in regulation 2, in the definition of “Board”, replace “section 42B” with “section 92”; and
(b)	in regulation 2, in the definitions of “Chairperson”, “member” and “Vice‑Chairperson”, replace “section 42B(1)” with “section 92(1)”.

Amendment of Fire Safety (Regulated Fire Safety Products) Regulations 2020

8. In the Fire Safety (Regulated Fire Safety Products) Regulations 2020 (G.N. No. S 775/2020) —

(a)	in regulation 3, replace “Part V” with “Part 5”;
(b)	in regulation 12(1)(b), replace “section 33A” with “section 73”; and
(c)	in the Second Schedule, in item 2(e), replace “(Cap. 2A)” with “2004”.

Amendment of Fire Safety (Supplementary Enforcement Officers) Regulations 2020

9. In the Fire Safety (Supplementary Enforcement Officers) Regulations 2020 (G.N. No. S 776/2020) —

(a)	in regulation 2, replace “section 8F(1)(c)” with “section 21(1)(c)”;
(b)	in regulation 2(a), replace “section 12A(1) or (2)” with “section 26(1) or (2)”;
(c)	in regulation 2(b), replace “section 24(2)” with “section 56(2)”; and
(d)	in regulation 2(c), replace “section 30(5)” with “section 61(5)”.

Amendment of Fire Safety (Alarm Monitoring Services) Regulations 2020

10. In the Fire Safety (Alarm Monitoring Services) Regulations 2020 (G.N. No. S 777/2020) —

(a)	in regulation 2, replace “section 22I(1)(b)(ii)” with “section 49(1)(b)(ii)”; and
(b)	in regulation 3, replace “section 22J(4)” with “section 50(4)”.
