Education Endowment Scheme Act
Education Endowment Scheme (Edusave Scholarships) (Amendment) Regulations 1996
In exercise of the powers conferred by sections 6(1)(b) and 24(a) of the Education Endowment Scheme Act, the Minister for Education hereby makes the following Regulations:
1.  These Regulations may be cited as the Education Endowment Scheme (Edusave Scholarships) (Amendment) Regulations 1996 and shall be deemed to have come into operation on 1st October 1996.
2.  Regulation 2 of the Endowment Scheme (Edusave Scholarships) Regulations (Rg 2) (referred to in these Regulations as the principal Regulations) is amended —
(a)by deleting the definitions of “Government secondary school”, “Government-aided secondary school” and “independent school” and substituting the following definitions:
“ “Government primary school” or “Government secondary school” means, respectively, a primary or secondary school organised and conducted directly by the Government;
“Government-aided primary school” or “Government-aided secondary school” means, respectively, a primary or secondary school which is —
(a)established by any person other than the Government; and
(b)conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school;
“independent school” means a secondary school which is —
(a)specified in any order made under section 3(1) of the School Boards (Incorporation) Act (Cap. 284A); or
(b)conducted by a governing board constituted under any written law and which is listed under the category “Independent Schools” in the Schedule to the Education Endowment Scheme (Prescribed Schools) Regulations 1996;”.
(b)by deleting the full-stop at the end of the definition of “standard miscellaneous fees” and substituting a semi-colon, and by inserting immediately thereafter the following definition:
“ “stream”, in relation to —
(a)a pupil in a primary school, means —
(i)the English — Mother Tongue 1 stream (EM1);
(ii)the English — Mother Tongue 2 stream (EM2); or
(iii)the English — Mother Tongue 3 stream (EM3),
of his standard in the school in which he is enrolled; and
(b)a pupil in a secondary school, means —
(i)the Special stream;
(ii)the Express stream;
(iii)the Normal (Academic) stream; or
(iv)the Normal (Technical) stream,
of his standard in the school in which he is enrolled.”.
3.  Regulation 3 of the principal Regulations is deleted and the following regulation substituted therefor:
Establishment of scholarships
4.—(1)  There are hereby established —
(a)the Edusave Entrance Scholarships for Independent Schools;
(b)the Edusave (Independent Schools) Yearly Awards;
(c)the Edusave Scholarships for Secondary Schools; and
(d)the Edusave Scholarships for Primary Schools,
a number of each of which shall be awarded annually in accordance with these Regulations out of such part of the income of the Endowment Fund as the Minister may designate for the purpose.
(2)  The holder of an Edusave Entrance Scholarship for Independent Schools shall be known as an “Edusave (Independent Schools) Scholar”.
(3)  The holder of an Edusave Scholarship for Secondary Schools shall be known as an “Edusave (Secondary Schools) Scholar”.
(4)  The holder of an Edusave Scholarship for Primary Schools shall be known as an “Edusave (Primary Schools) Scholar.”.
4.  Part II of the principal Regulations is amended —
(a)by inserting, immediately after the word “EDUSAVE” in the heading, the word “ENTRANCE”;
(b)by deleting the words “Edusave Scholarship for Independent Schools” wherever they appear in the following regulations and substituting in each case the words “Edusave Entrance Scholarship for Independent Schools”:
Regulations 4(1), 6(1) and (2), 7(1) and (2), 8 (including the marginal note), 9 and 10(2); and
(c)by deleting the words “Edusave Scholarships for Independent Schools” wherever they appear in the following regulations and substituting in each case the words “Edusave Entrance Scholarships for Independent Schools”:
Regulations 5 and 7(3) (including the marginal note).
5.  Part III of the principal Regulations is amended by deleting the word “YEAR” in the heading and substituting the word “YEARLY”.
6.  Regulation 11 is amended —
(a)by deleting the word “and” at the end of paragraph (b); and
(b)by deleting the full-stop at the end of paragraph (c) and substituting the word “; and”, and by inserting immediately thereafter the following paragraph:
(d)who is not in that year enrolled in the Gifted Education Programme, the Music Elective Programme or the Art Elective Programme.”.
7.  Regulation 13(2) of the principal Regulations is amended —
(a)by inserting, at the end of sub-paragraph (a), the word “and”;
(b)by deleting sub-paragraph (b); and
(c)by re-lettering sub-paragraph (c) as sub-paragraph (b).
8.  Part IV of the principal Regulations is deleted and the following Parts substituted therefor:
Part IV
Edusave Scholarships For Secondary Schools
Eligible pupils
15.—(1)  The Edusave Scholarships for Secondary Schools shall be awarded each year to every pupil enrolled in a Government secondary school or a Government-aided secondary school —
(a)who is a citizen of Singapore; and
(b)subject to paragraph (2), who stands among the 10% of all pupils in his standard in the secondary school in which he is enrolled who have obtained the highest scores in the examinations conducted by the school in that year for pupils in that standard.
(2)  The principal of every Government secondary school and Government-aided secondary school shall determine the percentage of pupils in each stream enrolled in the secondary school who shall be awarded the Edusave Scholarships for Secondary Schools, provided that the number of pupils in each standard enrolled in the secondary school awarded the Scholarship must not exceed 10% of the total enrolment in that standard in the secondary school.
Value and payment of scholarship
16.—(1)  The value of the scholarship awarded each year to an Edusave (Secondary Schools) Scholar shall be —
(a)$500 in the case of a pupil who, subject to paragraph (2), stands among the 5% of all pupils in his standard in the secondary school in which he is enrolled who have obtained the highest scores in the examinations conducted by the school in that year for pupils in that stream; and
(b)$300 in any other case.
(2)  The principal of every Government secondary school and Government-aided secondary school shall determine the percentage of pupils in each stream enrolled in the secondary school whose scholarships shall be of the value prescribed in paragraph (1)(a), provided that the number of pupils in each standard enrolled in the secondary school whose scholarships are of the value prescribed in that paragraph must not exceed 5% of the total enrolment in that standard in the secondary school.
(3)  The Edusave Scholarship for Secondary Schools shall be paid to the Edusave (Secondary Schools) Scholar at the end of the academic year in respect of which he is awarded the scholarship.
Principal to submit list of eligible pupils
17.—(1)  The principal of every Government secondary school and Government-aided secondary school shall, as soon as possible after the completion of the year-end examinations for all pupils enrolled in the school, submit to the Ministry a list of pupils who meet the requirements of regulation 15(1).
(2)  Every list submitted to the Ministry under paragraph (1) shall state —
(a)the full name and such other personal particulars of each of those pupils as the Ministry may require; and
(b)such other particulars as the Ministry may, from time to time, require to be given.
(3)  Upon receipt of the list of pupils under paragraph (1), the Ministry shall cause the necessary arrangements to be made for the scholarship to be paid to each pupil named therein.
Edusave Scholarship for Secondary Schools may be held concurrently with any other scholarship
18.  A pupil who meets the requirements of regulation 15(1) shall be eligible to be awarded the Edusave Scholarship for Secondary Schools notwithstanding that —
(a)he is the holder of or is being considered for any other scholarship or bursary awarded by the Ministry or any public or private body; or
(b)he is in receipt of or is being considered for any study grant or financial assistance provided by the Ministry or any public or private body.
Part V
Edusave Scholarships For Primary Schools
Eligible pupils
19.  The Edusave Scholarships for Primary Schools shall be awarded each year to every pupil enrolled in Primary 5 or 6 in a Government primary school or a Government-aided primary school —
(a)who is a citizen of Singapore; and
(b)who stands among the 10% of all pupils in his standard and stream in the primary school in which he is enrolled who have obtained the highest scores in the examinations conducted by the school in that year for pupils in that standard and stream.
Value and payment of scholarship
20.—(1)  The value of the scholarship awarded each year to an Edusave (Primary Schools) Scholar shall be —
(a)$300 in the case of a pupil who stands among the 5% of all pupils in his standard and stream in the primary school in which he is enrolled who have obtained the highest scores in the examinations conducted by the school in that year for pupils in that standard and stream; and
(b)$250 in any other case.
(2)  The Edusave Scholarship for Primary Schools shall be paid to the Edusave (Primary Schools) Scholar at the end of the academic year in respect of which he is awarded the scholarship.
Principal to submit list of eligible pupils

(b)he is in receipt of or is being considered for any study grant or financial assistance provided by the Ministry or any public or private body.”.
