(Chingay Parade 2020 — Exemption)
Order 2020

In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport makes the following Order:

Citation

1. This Order is the Road Traffic (Chingay Parade 2020 — Exemption) Order 2020.

Definitions

2. In this Order —

“Chingay Parade” means the event known as the Chingay Parade 2020 organised by the People’s Association;

“motorised unicycle” means an electronically operated one‑wheeled personal mobility device;

“People’s Association” means the People’s Association constituted by section 2 of the People’s Association Act (Cap. 227);

“specified period” means the following periods:

(a)	from 8.15 p.m. to 8.45 p.m. on 18 January 2020;
(b)	from 9 p.m. to 9.30 p.m. on 31 January 2020;
(c)	from 9 p.m. to 9.30 p.m. on 1 February 2020;

“specified road” means the part of the road delineated by the black‑coloured line in the map set out in the Schedule.

Exemption of motorised unicycle riders

3. Section 5A of the Act does not apply to an individual riding a motorised unicycle in connection with the Chingay Parade on the specified road during the specified period under the following conditions:

(a)

the individual is authorised by the People’s Association to ride the motorised unicycle;

(b)

the motorised unicycle is not ridden at a speed exceeding 10 km/h;

(c)

the motorised unicycle is not a non-compliant personal mobility device under the Active Mobility Act 2017 (Act 3 of 2017);

(d)

there are no more than 19 other motorised unicycles being ridden on the specified road when the motorised unicycle is ridden;

(e)

there is in force, at any time the motorised unicycle is used in connection with the Chingay Parade, a policy of insurance in relation to the motorised unicycle, insuring the owner of the motorised unicycle and the individual, jointly and severally against any liability in respect of the death of or bodily injury sustained by any person caused by or arising out of the use of the motorised unicycle;

(f)

the risk under the policy of insurance mentioned in sub‑paragraph (e) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore;

(g)

if owing to the presence of the motorised unicycle on a road an accident occurs by which another individual is injured or any property (including any animal) is damaged or destroyed, the individual who rides the motorised unicycle (called the rider) complies as far as the circumstances permit with the following requirements:

(i)

must immediately stop the motorised unicycle;

(ii)

must immediately render any assistance that the rider can provide;

(iii)

must at the scene of the accident as soon as possible give the rider’s name and residential address, and also the name and address of the owner of the motorised unicycle —

(A)	to the individual who has been injured or to the owner of any property that has been damaged or destroyed; or
(B)	to an individual representing the injured individual or the owner of the property;

(iv)

must as soon as possible give those names and addresses to any police officer or employee of the Authority who is present at the scene of the accident;

(v)

must as soon as possible report in person the full particulars of the accident at the police station that is closest to the scene of the accident if —

(A)	another individual is injured and neither a police officer nor an employee of the Authority is present at the scene of the accident; or
(B)	any property is damaged or destroyed and neither the owner of the property, any individual representing the owner, any police officer nor any employee of the Authority is present at the scene of the accident;

(h)

if the motorised unicycle, which has been left standing on a road, moves of its own accord from the position in which it was left and is involved in an accident by which another individual is injured or any property (including any animal) is damaged or destroyed, the individual who rides the motorised unicycle must, as soon as possible after becoming aware of the accident, comply as far as the circumstances permit with the requirements of sub‑paragraph (g).
