Road Traffic Act
(Chapter 276)
Road Traffic (Motor Vehicles, Driving Licences) (Amendment No. 3) Rules 2004
In exercise of the powers conferred by sections 48 and 140 of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Motor Vehicles, Driving Licences) (Amendment No. 3) Rules 2004 and shall come into operation on 1st September 2004.
Amendment of rule 3A
2.  Rule 3A of the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27) (referred to in these Rules as the principal Rules) is amended —
(a)by deleting the words “or 3” in paragraph (1) and substituting the words “, 3 or 3A”; and
(b)by deleting the words “and 3” in the rule heading and substituting the words “, 3 and 3A”.
Amendment of rule 19
3.  Rule 19 of the principal Rules is amended by inserting, immediately after paragraph (e), the following paragraph:
(ea)Class 3A vehicles which shall consist of any class 3 vehicle which can be driven without the use of a clutch pedal;”.
Amendment of Second Schedule
4.  Part II of the Second Schedule to the principal Rules is amended —
(a)by inserting, immediately after sub-paragraph (d), the following sub-paragraph:
(da)U-turn at intersections, junctions or any opening in road dividers without causing any hindrance to other road users;”;
(b)by deleting sub-paragraph (g) and substituting the following sub-paragraph:
(g)in the case of an applicant for a class 3, 4 or 5 licence, stop the motor vehicle on a slope and re-start it;”; and
(c)by inserting, immediately after sub-paragraph (l), the following sub-paragraphs:
(la)in the case of an applicant for a class 3A licence, drive-up or reverse-up and stop on a hump;
(lb)in the case of an applicant for a class 3 licence, drive-up or reverse-up and stop on a hump using a class 3A vehicle;
(lc)in the case of an applicant for a class 3 licence, competently drive a class 3A vehicle without danger to, and with due consideration for, other users of the road;”.
