Town Councils Act
(CHAPTER 329a)
Town Council of Tanjong Pagar-west Coast (Common Property and Open Spaces) (Amendment No. 2) By-laws 2000
In exercise of the powers conferred by section 24 of the Town Councils Act, the Town Council for the Town of Tanjong Pagar‑West Coast hereby makes the following By‑laws:
Citation and commencement
1.  These By‑laws may be cited as the Town Council of Tanjong Pagar‑West Coast (Common Property and Open Spaces) (Amendment No. 2) By-laws 2000 and shall come into operation on 1st December 2000.
Amendment of by-law 2
2.  By‑law 2 of the Town Council of Tanjong Pagar-West Coast (Common Property and Open Spaces) By‑laws (By 42) (referred to in these By‑laws as the principal By‑laws) is amended —
(a)by inserting, immediately after the definitions of “common property” and “open space”, the following definition:
“ “facility” means any article, object, equipment, appliance, device or thing provided or maintained by the Town Council or any person approved by the Town Council for the use by and convenience of members of the public;”; and
(b)by inserting, immediately after the definition of “sign”, the following definition:
“ “trade refuse” means any waste, refuse, box, article, container, object or thing produced or discarded in the course of or as a waste product of any trade or business;”.
Amendment of by-law 3
3.  The principal By‑laws are amended by renumbering by-law 3 as paragraph (1) of that by‑law, and by inserting immediately thereafter the following paragraph:
(2)  No person shall place, deposit, keep or leave or cause or permit to be placed, deposited, kept or left any trade refuse on any common property or in any open space except in a refuse or litter container or receptacle designated for that purpose.”.
Amendment of by-law 5
4.  By‑law 5 of the principal By‑laws is amended —
(a)by inserting, immediately after paragraph (1), the following paragraph:
(1A)  No person shall remove, destroy, damage or vandalise any facility situated on any common property or in any open space.”; and
(b)by inserting, immediately after the words “common property” in the 2nd line of paragraph (2), the words “or facility”.
New by-law 5A
5.  The principal By‑laws are amended by inserting, immediately after by-law 5, the following by‑law:
Misuse of common property or open space
5A.  No person shall —
(a)bathe, wash, wade, swim or fish in any pond, lake or fountain maintained by the Town Council; or
(b)cause or permit any animal belonging to him or under his charge to enter, or to remove any thing from, such pond, lake or fountain.”.
Amendment of by-law 6
6.  By‑law 6 of the principal By‑laws is amended by inserting, immediately after paragraph (2), the following paragraphs:
(3)  No person shall plant, cultivate or grow or cause or permit to be planted, cultivated or grown, any plant, shrub or tree on any common property or in any open space without the prior written permission of the Town Council.
(4)  No person shall cause or permit any plant, shrub or tree belonging to him to damage or encroach into any common property or open space.”.
Amendment of by-law 8
7.  By-law 8 (1) of the principal By-laws is amended by inserting, immediately after the words “any means” in the 1st line of sub‑paragraph (a), the words, “, including preventing the removal of the vehicle without the consent of the secretary or authorised officer by fixing an immobilisation device to the vehicle,”.
Amendment of by-law 13
8.  By-law 13 of the principal By‑laws is amended by inserting, immediately after the words “Town Council” at the end of paragraph (1), the words “and upon such conditions which the Town Council may impose”.
Amendment of by-law 16
9.  By‑law 16 of the principal By‑laws is amended —
(a)by inserting, immediately after the word “throw” in the 1st line, the word “, place”;
(b)by inserting, immediately after the word “thrown” in the 1st line, the word “, placed”; and
(c)by inserting, immediately after the word “ashes” in the 2nd line, the words “food waste, foodstuff”.
