Road Traffic (2010 FORMULA 1™ Singtel Singapore Grand Prix) (Exemption) (No. 3) Order 2010
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Order:
Citation
1.  This Order may be cited as the Road Traffic (2010 FORMULA 1™ SingTel Singapore Grand Prix) (Exemption) (No. 3) Order 2010.
Definitions
2.  In this Order —
“buggy” means any electrically operated four-wheeled lightweight vehicle intended for short distance commuting;
“official label” means an official label issued by the Singapore GP Pte Ltd.
Exemption
3.—(1)  Subject to the conditions specified in sub-paragraph (2), rule 28 of the Road Traffic Rules (R 20) shall not apply to any buggy —
(a)on which an official label is displayed; and
(b)which, for the purpose of the Fédération Internationale de l’Automobile Formula One World Championship 2010 in Singapore, is driven, parked or ridden on the footway of any part of Raffles Avenue, as shown in the Schedule, from 22nd September 2010 to 28th September 2010 (both dates inclusive).
(2)  The conditions referred to in sub-paragraph (1) are as follows:
(a)the driver of the buggy shall drive the buggy at a speed not exceeding 15km/h on the footway;
(b)the driver of the buggy shall possess a valid Class 3 driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27); and
(c)there is in force a policy of insurance in relation to that buggy insuring the owner of the buggy or the driver of the buggy jointly and severally against any liability which may be incurred by the owner or the driver jointly or severally, in respect of the death of, or bodily injury to any person caused by or arising out of the use of the buggy.
