Education Endowment and Savings Schemes Act
(Chapter 87A)
Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment) Regulations 2009
In exercise of the powers conferred by section 24 of the Education Endowment and Savings Schemes Act, the Minister for Education hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment) Regulations 2009 and shall come into operation on 15th November 2009.
Amendment of regulation 5
2.  Regulation 5 of the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations (G.N. No. S 753/2007) (referred to in these Regulations as the principal Regulations) is amended by deleting paragraphs (2) and (3) and substituting the following paragraph:
(2)  The value of the Edusave Entrance Scholarship for Independent Schools shall be as specified in item 1 of the Schedule.”.
Amendment of regulation 11
3.  Regulation 11 of the principal Regulations is amended by deleting paragraphs (1) and (2) and substituting the following paragraph:
(1)  The value of the Edusave (Independent Schools) Yearly Award shall be as specified in item 2 of the Schedule.”.
Amendment of regulation 14
4.  Regulation 14 of the principal Regulations is amended by deleting paragraphs (2) to (8) and substituting the following paragraph:
(2)  The value of the Edusave Scholarship for Integrated Programme Schools shall be as specified in item 3 of the Schedule.”.
Amendment of regulation 15
5.  Regulation 15 of the principal Regulations is amended by deleting paragraphs (2) to (8) and substituting the following paragraph:
(2)  The value of the provisional Edusave Scholarship for Integrated Programme Schools shall be as specified in item 4 of the Schedule.”.
Amendment of regulation 21
6.  Regulation 21 of the principal Regulations is amended by deleting paragraphs (1) to (5) and substituting the following paragraph:
(1)  The value of the Edusave (Integrated Programme Schools) Yearly Awards shall be as specified in item 5 of the Schedule.”.
Amendment of regulation 24
7.  Regulation 24 of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  The value of the Edusave Scholarship for Secondary Schools awarded each academic year to an Edusave (Secondary Schools) Scholar shall be —
(a)subject to paragraph (2), in the case of a pupil who stands among the 5% of all the pupils in his stream and standard in the secondary level of the secondary school or junior college in which he is enrolled who have obtained the best scores in the examinations conducted by the school or junior college for pupils in that stream and standard, the amount specified in item 6(a) of the Schedule; and
(b)in any other case, the amount specified in item 6(b) of the Schedule.”.
Amendment of regulation 27
8.  Regulation 27 of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  The value of the Edusave Scholarship for Primary Schools awarded each year to an Edusave (Primary Schools) Scholar shall be —
(a)in the case of a pupil who stands among the 5% of all the pupils in his stream and standard in the primary school in which he is enrolled who have obtained the highest scores in the examinations conducted by the school in that year for pupils in that stream and standard, the amount specified in item 7(a) of the Schedule; and
(b)in any other case, the amount specified in item 7(b) of the Schedule.”.
Amendment of regulation 31
9.  Regulation 31 of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  The value of the Edusave Merit Bursary shall be as specified in item 8 of the Schedule.”.
Amendment of regulation 36
10.  Regulation 36 of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  The value of the Good Progress Award shall be as specified in item 9 of the Schedule.”.
Amendment of regulation 37
11.  Regulation 37(2) of the principal Regulations is amended by deleting the word “Progress” and substituting the word “Service”.
Amendment of regulation 38
12.  Regulation 38 of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  The value of the Edusave Award for Achievement, Good Leadership and Service shall be as specified in item 10 of the Schedule.”.

13.  The principal Regulations are amended by inserting, immediately after regulation 39, the following Schedule:

(a) $200; or
 
 
 
(b) an amount equal to the school fees or leave of absence fees, or both, as the case may be, which he has to pay to the independent school or independent junior college in which he is enrolled for that month, less the total amount of the school fees and standard miscellaneous fees which he would have had to pay for that month had he been enrolled in a Government secondary school, a Government-aided secondary school, a Government junior college or a Government-aided junior college, as the case may be.

Edusave (Independent Schools) Yearly Awards
 
(a)

Where a pupil given the Edusave (Independent Schools) Yearly Award began his secondary education before 1st January 2008, for the academic year in respect of which he is given the Award:
An amount equal to the school fees or leave of absence fees, or both, as the case may be, which the pupil has to pay to the independent school or independent junior college in which he is enrolled for the academic year in respect of which he is given the Award, less —
 
 
 
(a) the total amount of the school fees and standard miscellaneous fees which he would have had to pay for that year had he been enrolled in a Government secondary school, a Government-aided secondary school, a Government junior college or a Government-aided junior college, as the case may be; and
 
 
 
(b) the amount of any subsidy granted to him in respect of his school fees or leave of absence fees, or both, as the case may be, for that year under any elective programme, scholarship or financial assistance scheme administered or offered by the Ministry.
(b)

Where a pupil given the Edusave (Independent Schools) Yearly Award begins his secondary education on or after 1st January 2008, for each month of the academic year in respect of which he is given the Award:

Edusave Scholarship for Integrated Programme Schools
 
(a)

Where an Edusave (Integrated Programme Schools) Scholar who is enrolled in an independent integrated programme school began his secondary education before 1st January 2008, for each year of his secondary and pre-university education in the school:
An amount equal to the school fees or leave of absence fees, or both, as the case may be, which he has to pay to the school for that year, less —
 
 
 
(a) the total amount of the school fees and standard miscellaneous fees which he would have had to pay for that year had he been enrolled in a non-independent integrated programme school; and
 
 
 
(b) the amount of any subsidy granted to him in respect of his school fees or leave of absence fees, or both, as the case may be, for that year under any elective programme or other scholarship administered or offered by the Ministry.
(b)

Where an Edusave (Integrated Programme Schools) Scholar who is enrolled in an independent integrated programme school begins his secondary education on or after 1st January 2008, for each month of his secondary and pre-university education in the school:
The lower of the following, less the amount of any subsidy granted to him in respect of his school fees or leave of absence fees, or both, as the case may be, for that month under any elective programme or other scholarship administered or offered by the Ministry:
 
 
 
(a) $200; or
 
 
 
(b) an amount equal to the school fees or leave of absence fees, or both, as the case may be, which he has to pay to the school for that month, less the total amount of the school fees and standard miscellaneous fees which he would have had to pay for that month had he been enrolled in a non-independent integrated programme school.
(c)

Subject to item 3(d), where an Edusave (Integrated Programme Schools) Scholar who is enrolled in a non-independent integrated programme school began his secondary education before 1st January 2008, for each year of his secondary and pre-university education:
An amount equal to the amount of any special additional miscellaneous fees which he has to pay to the school for that year, less the total amount of subsidy granted to him in respect of such fees under any elective programme or other scholarship administered or offered by the Ministry.
(d)

If the Edusave (Integrated Programme Schools) Scholar referred to in item 3(c) is absent from the non-independent integrated programme school in which he is enrolled for a period in any year under a leave of absence scheme offered by the school, for that year:
An amount equal to the total of —
 
 
 
(a) the amount of any leave of absence fees which he has to pay to the school for that period, less —
 
 
 
(i) the total amount of school fees and standard miscellaneous fees which he would have had to pay to the school for that period if he had not been absent under the leave of absence scheme; and
 
 
 
(ii) the total amount of subsidy granted to him in respect of his leave of absence fees under any elective programme or other scholarship administered or offered by the Ministry; and
 
 
 
(b) the amount of any special additional miscellaneous fees which he has to pay to the school for the rest of that year, less the total amount of subsidy granted to him in respect of such fees under any elective programme or other scholarship administered or offered by the Ministry.
 
 
 
Note: If the amount computed according to paragraph (a) in this column of item 3(d) is a negative amount, the amount shall be regarded as zero.
(e)

Subject to item 3(f), where an Edusave (Integrated Programme Schools) Scholar who is enrolled in a non-independent integrated programme school begins his secondary education on or after 1st January 2008, for each month of his secondary and pre-university education:
The lower of the following, less the total amount of subsidy granted to him in respect of such fees under any elective programme or other scholarship administered or offered by the Ministry:
 
 
 
(a) $200; or
 
 
 
(b) the amount of any special additional miscellaneous fees which he has to pay to the school for that month.
(f)

If the Edusave (Integrated Programme Schools) Scholar referred to in item 3(e) is absent from the non-independent integrated programme school in which he is enrolled for a period in any year under a leave of absence scheme offered by the school, for that year:
The lower of the following:
 
 
 
(a) $2,400, less the amount of any subsidy granted to him in respect of his school fees or leave of absence fees, or both, as the case may be, for that year under any elective programme or other scholarship administered or offered by the Ministry; or
 
 
 
(b) an amount equal to the total of —
 
 
 
(i) the amount of any leave of absence fees which he has to pay to the school for that period, less —
 
 
 
(A) the total amount of school fees and standard miscellaneous fees which he would have had to pay to the school for that period if he had not been absent under the leave of absence scheme; and
 
 
 
(B) the total amount of subsidy granted to him in respect of his leave of absence fees under any elective programme or other scholarship administered or offered by the Ministry; and
 
 
 
(ii) the amount of any special additional miscellaneous fees which he has to pay to the school for the rest of that year, less the total amount of subsidy granted to him in respect of such fees under any elective programme or other scholarship administered or offered by the Ministry.
 
 
 
Note: If the amount computed according to paragraph (b)(i) in this column of item 3(f) is a negative amount, the amount shall be regarded as zero.

Provisional Edusave Scholarship for Integrated Programme Schools
 
(a)
15
Where an Edusave (Integrated Programme Schools) Scholar who is provisionally enrolled in an independent integrated programme school began his secondary education before 1st January 2008, for the period in which he is provisionally enrolled in the school:
An amount equal to the school fees or leave of absence fees, or both, as the case may be, which he has to pay to the school during that period, less —
 
 
 
(a) the total amount of the school fees and standard miscellaneous fees which he would have had to pay during that period had he been enrolled in a non-independent integrated programme school; and
 
 
 
(b) the amount of any subsidy granted to him in respect of his school fees or leave of absence fees, or both, as the case may be, for that period under any elective programme or other scholarship administered or offered by the Ministry.
(b)

Where an Edusave (Integrated Programme Schools) Scholar who is provisionally enrolled in an independent integrated programme school begins his secondary education on or after 1st January 2008, for each month during the period in which he is provisionally enrolled in the school:
The lower of the following, less the amount of any subsidy granted to him in respect of his school fees or leave of absence fees, or both, as the case may be, for that month under any elective programme or other scholarship administered or offered by the Ministry:
 
 
 
(a) $200; or
 
 
 
(b) an amount equal to the school fees or leave of absence fees, or both, as the case may be, which he has to pay to the school for that month, less the total amount of the school fees and standard miscellaneous fees which he would have had to pay for that month had he been enrolled in a non-independent integrated programme school.
(c)

Subject to item 4(d), where an Edusave (Integrated Programme Schools) Scholar who is provisionally enrolled in a non-independent integrated programme school began his secondary education before 1st January 2008, for the period in which he is provisionally enrolled in the school:
An amount equal to the amount of any special additional miscellaneous fees which he has to pay to the school during the period in which he is provisionally enrolled therein, less the total amount of subsidy granted to him in respect of such fees under any elective programme or other scholarship administered or offered by the Ministry.
(d)

If the Edusave (Integrated Programme Schools) Scholar referred to in item 4(c) is, while provisionally enrolled in a non-independent integrated programme school, absent from the school for a period under a leave of absence scheme offered by the school, for the period in which he is provisionally enrolled in the school:
An amount equal to the total of —
 
 
 
(a) the amount of any leave of absence fees which he has to pay to the school for that period, less —
 
 
 
(i) the total amount of school fees and standard miscellaneous fees which he would have had to pay to the school for that period if he had not been absent under the leave of absence scheme; and
 
 
 
(ii) the total amount of subsidy granted to him in respect of his leave of absence fees under any elective programme or other scholarship administered or offered by the Ministry; and
 
 
 
(b) the amount of any special additional miscellaneous fees which he has to pay to the school for the rest of the period during which he is provisionally enrolled, less the total amount of subsidy granted to him in respect of such fees under any elective programme or other scholarship administered or offered by the Ministry.
 
 
 
Note: If the amount computed according to paragraph (a) in this column of item 4(d) is a negative amount, the amount shall be regarded as zero.
(e)

Subject to item 4(f), where an Edusave (Integrated Programme Schools) Scholar who is provisionally enrolled in a non-independent integrated programme school begins his secondary education on or after 1st January 2008, for each month of the period during which he is provisionally enrolled in the school:
The lower of the following, less the total amount of subsidy granted to him in respect of such fees under any elective programme or other scholarship administered or offered by the Ministry:
 
 
 
(a) $200; or
 
 
 
(b) the amount of any special additional miscellaneous fees which he has to pay to the school for that month.
(f)

If the Edusave (Integrated Programme Schools) Scholar referred to in item 4(e) is, while provisionally enrolled in a non-independent integrated programme school, absent from the school for a period (referred to in this item as the absence period) under a leave of absence scheme offered by the school, for the period during which he is provisionally enrolled in the school:
The lower of the following:
 
 
 
(a) an amount equal to $200 multiplied by the number of months during which he is provisionally enrolled, less the amount of any subsidy granted to him in respect of his school fees or leave of absence fees, or both, as the case may be, for the period during which he is provisionally enrolled, under any elective programme or other scholarship administered or offered by the Ministry; or
 
 
 
(b) an amount equal to the total of —
 
 
 
(i) the amount of any leave of absence fees which he has to pay to the school for the absence period, less —
 
 
 
(A) the total amount of school fees and standard miscellaneous fees which he would have had to pay to the school for the absence period if he had not been absent under the leave of absence scheme; and
 
 
 
(B) the total amount of subsidy granted to him in respect of his leave of absence fees under any elective programme or other scholarship administered or offered by the Ministry; and
 
 
 
(ii) the amount of any special additional miscellaneous fees which he has to pay to the school for the rest of the period during which he is provisionally enrolled, less the total amount of subsidy granted to him in respect of such fees under any elective programme or other scholarship administered or offered by the Ministry.
 
 
 
Note: If the amount computed according to paragraph (b)(i) in this column of item 4(f) is a negative amount, the amount shall be regarded as zero.

Edusave (Integrated Programme Schools) Yearly Awards
 
(a)

Subject to item 5(b), where a pupil given the Edusave (Integrated Programme Schools) Yearly Award who is enrolled in a non-independent integrated programme school began his secondary education before 1st January 2008, for the academic year in respect of which he is given the Award:
An amount equal to the amount of any special additional miscellaneous fees which he has to pay to the school for that academic year, less the total amount of subsidy granted to him in respect of such fees under any elective programme, scholarship or financial assistance scheme administered or offered by the Ministry.
(b)

If the pupil referred to in item 5(a) is absent from the non-independent integrated programme school in which he is enrolled for a period in the academic year in respect of which he is given the Edusave (Integrated Programme Schools) Yearly Award under a leave of absence scheme offered by the school, for that academic year:
An amount equal to the total of —
 
 
 
(a) the amount of any leave of absence fees which he has to pay to the school for that period, less —
 
 
 
(i) the total amount of school fees and standard miscellaneous fees which he would have had to pay to the school for that period if he had not been absent under the leave of absence scheme; and
 
 
 
(ii) the total amount of subsidy granted to him in respect of his leave of absence fees under any elective programme, scholarship or financial assistance scheme administered or offered by the Ministry; and
 
 
 
(b) the amount of any special additional miscellaneous fees which he has to pay to the school for the rest of that academic year, less the total amount of subsidy granted to him in respect of such fees under any elective programme, scholarship or financial assistance scheme administered or offered by the Ministry.
 
 
 
Note: If the amount computed according to paragraph (a) in this column of item 5(b) is a negative amount, the amount shall be regarded as zero.
(c)

Subject to item 5(d), where a pupil given the Edusave (Integrated Programme Schools) Yearly Award who is enrolled in a non-independent integrated programme school begins his secondary education on or after 1st January 2008, for each month of his secondary and pre-university education during the academic year in respect of which he is given the Award:
The lower of the following, less the total amount of subsidy granted to him in respect of such fees under any elective programme, scholarship or financial assistance scheme administered or offered by the Ministry:
 
 
 
(a) $200; or
 
 
 
(b) the amount of any special additional miscellaneous fees which he has to pay to the integrated programme school for that month.
(d)

If the pupil referred to in item 5(c) is absent from the non-independent integrated programme school in which he is enrolled for a period in the academic year in respect of which he is given the Edusave (Integrated Programme Schools) Yearly Award under a leave of absence scheme offered by the school, for that academic year:
The lower of the following:
 
 
 
(a) $2,400, less the amount of any subsidy granted to him in respect of his school fees or leave of absence fees, or both, as the case may be, for that academic year under any elective programme, scholarship or financial assistance scheme administered or offered by the Ministry; or
 
 
 
(b) an amount equal to the total of —
 
 
 
(i) the amount of any leave of absence fees which he has to pay to the school for that period, less —

(ii) the amount of any special additional miscellaneous fees which he has to pay to the integrated programme school for the rest of that academic year, less the total amount of subsidy granted to him in respect of such fees under any elective programme, scholarship or financial assistance scheme administered or offered by the Ministry.
 
 
 
Note: If the amount computed according to paragraph (b)(i) in this column of item 5(d) is a negative amount, the amount shall be regarded as zero.
