Private Investigation and Security Agencies Act
(Chapter 249)
Private Investigation and Security Agencies (Amendment) Regulations 2004
In exercise of the powers conferred by section 27 of the Private Investigation and Security Agencies Act, the Minister for Home Affairs hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Private Investigation and Security Agencies (Amendment) Regulations 2004 and shall be deemed to have come into operation on 30th August 2004.
Deletion and substitution of regulation 2
2.  Regulation 2 of the Private Investigation and Security Agencies Regulations (Rg 1) (referred to in these Regulations as the principal Regulations) is deleted and the following regulation substituted therefor:
Application for licence
2.—(1)  Subject to paragraphs (2), (3) and (4), every application for a private investigator’s licence or a security guard agency’s licence shall be made using —
(a)the electronic application service provided by the Government; or
(b)the electronic application service provided by the licensing officer.
(2)  Subject to paragraph (4), in the event of a malfunction or failure of the electronic application service provided by the Government, an application for a private investigator’s licence or a security guard agency’s licence shall be made using the electronic application service provided by the licensing officer.
(3)  Subject to paragraph (4), in the event of a malfunction or failure of the electronic application service provided by the licensing officer, an application for a private investigator’s licence or a security guard agency’s licence shall be made using the electronic application service provided by the Government.
(4)  In the event of a malfunction or failure of both the electronic application service provided by the Government and the electronic application service provided by the licensing officer, an application for a private investigator’s licence or a security guard agency’s licence shall be made in Form A in the Schedule.
(5)  The form prescribed for an application made using the electronic application service provided by the Government shall be the electronic form provided for that electronic application service at https://licences.business.gov.sg/.
(6)  The form prescribed for an application made using the electronic application service provided by the licensing officer shall be the electronic form provided for that electronic application service at http://www.spf.gov.sg/licence/.”.
Amendment of regulation 16
3.  Regulation 16 (2) of the principal Regulations is amended by deleting “$50” and substituting “$40”.
Amendment of regulation 18
4.  Regulation 18 (2) of the principal Regulations is amended by deleting “$45” and substituting “$20”.
Amendment of Schedule
5.  Forms A, B and C of the Schedule to the principal Regulations are deleted and the following Forms substituted therefor:

Transitional provisions
6.—(1)  Regulation 3 shall only apply to a transfer of a licence if the application for the licence to be transferred is made on or after 30th August 2004, and regulation 16(2) of the principal Regulations in force immediately before that date shall continue to apply to a transfer of a licence if the application for the licence to be transferred was made before that date.
(2)  Regulation 4 shall only apply to a change of business address or the name under which a business is carried on if the licensing officer has granted his written approval for such change pursuant to a notification in writing submitted to the licensing officer on or after 30th August 2004, and regulation 18(2) of the principal Regulations in force immediately before that date shall continue to apply to a change of business address or the name under which a business is carried on if the licensing officer has granted his written approval for such change pursuant to a notification in writing submitted to the licensing officer before that date.
