(Amendment No. 5) Regulations 2021

In exercise of the powers conferred by section 34(1) of the COVID‑19 (Temporary Measures) Act 2020, the Minister for Health makes the following Regulations:

Citation and commencement

1. These Regulations are the COVID‑19 (Temporary Measures) (Major Business Events — Control Order) (Amendment No. 5) Regulations 2021 and come into operation on 10 August 2021.

Amendment of regulation 5

2. Regulation 5 of the COVID‑19 (Temporary Measures) (Major Business Events — Control Order) Regulations 2021 (G.N. No. S 278/2021) (called in these Regulations the principal Regulations) is amended by deleting “100” in paragraph (a) and substituting “250”.

Amendment of regulation 8

3. Regulation 8 of the principal Regulations is amended —

(a)

by deleting the words “whom the venue manager of the venue knows or has reason to believe” in paragraph (1)(b);

(b)

by inserting, immediately before the word “is” in paragraph (1)(b)(i) and (ii), the words “whom the venue manager of the venue knows or has reason to believe”; and

(c)

by deleting paragraph (2) and substituting the following paragraphs:

“(2) The enhanced entry controls with respect to a venue where a business event takes place, or is to take place, means a requirement to establish and maintain, during the crowd management period of the business event, all reasonably practicable procedures and protocols that ensure that only the following enter or remain within the venue during that crowd management period:

(a)	a participant or non‑participant with a cleared status;
(b)	a participant or non‑participant who is an uncleared junior, unless there are also present, in the venue during that crowd management period, participants and non‑participants who are uncleared juniors and are not below the maximum permissible number of uncleared juniors for the venue during that crowd management period.

(2A) The maximum permissible number of uncleared juniors for a venue during the crowd management period of the business event taking place in that venue is 20% of the total number of participants present or who may be present within the venue during that crowd management period, rounded down to the nearest whole number.”.

Amendment of regulation 15

4. Regulation 15(1) of the principal Regulations is amended by deleting the words “regulation 5, 6(1) or (2)” and substituting the words “regulation 4(1), 5, 6(1) or (2), 8(2)(b)”.
