(Use of Buggies — Exemption) Order 2023
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Home Affairs makes the following Order:
Citation
1.  This Order is the Road Traffic (Formula 1 Singapore Airlines Singapore Grand Prix 2023) (Use of Buggies — Exemption) Order 2023.
Definitions
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“hours of darkness” means the time starting 7 p.m. and ending 7 a.m. the following day;
“official label” means an official label issued by Singapore GP Pte. Ltd;
“specified event” means any of the following events:
(a)the Fédération Internationale de l’Automobile Formula One World Championship 2023;
(b)the Formula 1 Singapore Airlines Singapore Grand Prix 2023;
(c)Porsche Carrera Cup Asia 2023;
(d)TSS The Super Series.
Exemption
3.—(1)  Subject to sub‑paragraph (2), rule 28 of the Road Traffic Rules (R 20) does not apply to any buggy when it is driven, parked or ridden on the footway on either side of the parts of Raffles Avenue, shown in the map set out in the Schedule, on any day from 15 September 2023 to 18 September 2023 (both dates inclusive) for the purpose of any specified event, if —
(a)an official label is displayed on that buggy; and
(b)there is in force in respect of that buggy a policy of insurance insuring the owner of that buggy, and a driver of that buggy, jointly and severally against any liability which may be incurred by the owner or the driver, in respect of the death of or bodily injury to any person caused by or arising out of the use of that buggy in Singapore.
(2)  The driver —
(a)must possess a valid Class 3 driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27);
(b)must drive the buggy at a speed not exceeding 10 km/h on the footway;
(c)must give way to other users of the footway; and
(d)during hours of darkness, must keep the buggy lit in a manner that is visible to other users of the footway.
