National University of Singapore Act (Amendment of University Constitution) Order 2004
In exercise of the powers conferred by section 6(2) of the National University of Singapore Act, Mr Tharman Shanmugaratnam, Senior Minister of State, charged with the responsibility of the Minister for Education, on the advice of the Council of the National University of Singapore, hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the National University of Singapore Act (Amendment of University Constitution) Order 2004 and shall come into operation on 10th February 2004.
Amendment of University Constitution
2.  The University Constitution set out in the First Schedule to the National University of Singapore Act is amended —
(a)by deleting the word “President” in section 7(1)(b) and substituting the word “Council”;
(b)by inserting, immediately after the word “powers” in section 9(3), the words “, including regulating and controlling the finances of the University”;
(c)by deleting subsection (3) of section 16 and substituting the following subsection:
(3)  The Council shall, upon the recommendation of the President after the President has consulted with the members of a Faculty, appoint from among the members of the Faculty a Dean for that Faculty. The Dean shall be the chairman of the Faculty and shall exercise such other functions as may be vested in him by statute or regulation.”;
(d)by deleting section 22; and
(e)by inserting, immediately after the words “class of matters” in section 30(1), the words “and upon the written approval of the Council”.
