COVID-19 (Temporary Measures)
(Religious Gatherings — Control Order)
(Amendment No. 4) Regulations 2021
In exercise of the powers conferred by section 34(1) of the COVID‑19 (Temporary Measures) Act 2020, the Minister for Health makes the following Regulations:
Citation and commencement
1.  These Regulations are the COVID‑19 (Temporary Measures) (Religious Gatherings — Control Order) (Amendment No. 4) Regulations 2021 and come into operation on 19 August 2021.
Amendment of regulation 3
2.  Regulation 3(1) of the COVID‑19 (Temporary Measures) (Religious Gatherings — Control Order) Regulations 2021 (G.N. No. S 509/2021) (called in these Regulations the principal Regulations) is amended —
(a)by deleting the word “Major” in paragraph (e) of the definition of “other Control Order”;
(b)by deleting the word “Major” in the definition of “public speaking”; and
(c)by deleting the word “Major” in paragraph (c) of the definition of “religious gathering”.
Amendment of regulation 5
3.  Regulation 5 of the principal Regulations is amended —
(a)by deleting sub‑paragraphs (a) and (b) of paragraph (1) and substituting the following sub‑paragraphs:
(a)where the venue is a restricted place within the meaning of the Infectious Diseases (Mass Gathering Testing for Coronavirus Disease 2019) Regulations 2021, and every worshipper at the religious gathering has a cleared status during the crowd management period of the religious gathering — the lower of the following:
(i)1,000;
(ii)the COVIDSAFE capacity of the venue; or
(b)in any other case — the lower of the following:
(i)50;
(ii)the COVIDSAFE capacity of the venue.”; and
(b)by deleting “5” in paragraph (3)(a) and substituting “50”.
Amendment of regulation 8
4.  Regulation 8(1) of the principal Regulations is amended by deleting sub‑paragraphs (a) and (b) and substituting the following sub‑paragraph:
(a)to refuse entry to the venue by any individual —
(i)whom the occupier of the venue knows or has reason to believe is subject to a movement control measure; or
(ii)who refuses to comply with any contact tracing measure established or applied by the occupier of the venue in order to comply with the contact tracing requirement; and”.
Amendment of regulation 13
5.  Regulation 13(2) of the principal Regulations is amended by deleting “500” in sub‑paragraphs (a)(i) and (b)(i) and substituting in each case “1,000”.
Amendment of regulation 22
6.  Regulation 22(1) of the principal Regulations is amended by deleting the words “10 individuals in the venue who are unmasked because they are either engaged in public speaking or performing in a live performance at that religious gathering” and substituting the words “20 individuals in the venue who are unmasked because they are either engaged in public speaking or performing in a live performance at that religious gathering, of which not more than 10 individuals are unmasked because they are engaged in public speaking”.
Amendment of regulation 28
7.  Regulation 28 of the principal Regulations is amended by deleting “30” and substituting “50”.
Amendment of regulation 28A
8.  Regulation 28A(1) of the principal Regulations is amended by deleting sub‑paragraph (a).
Amendment of regulation 30
9.  Regulation 30 of the principal Regulations is amended by deleting “10” in paragraphs (a), (b) and (c) and substituting in each case “20”.
Amendment of regulation 31
10.  Regulation 31(1) of the principal Regulations is amended by deleting “10” in sub‑paragraph (a) and substituting “20”.
