(Motor Vehicles, Registration and Licensing)
(Exemption) Order 2014
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport hereby makes the following Order:
Citation and commencement
1.—(1)  This Order may be cited as the Road Traffic (Motor Vehicles, Registration and Licensing) (Exemption) Order 2014.
(2)  This Order shall come into operation on 1 October 2014 and shall remain in operation until 31 March 2019 (both dates inclusive).
Definitions
2.  In this Order —
“Changi Airport Inter-Terminal Shuttle Service” means the scheduled bus service operated by Woodlands Transport Service Pte Ltd under a contract with Changi Airport Group (Singapore) Pte. Ltd. for the carriage of passengers, free of charge, on a continuous basis between Changi Airport Terminal 1, Changi Airport Terminal 2 and Changi Airport Terminal 3 only;
“specified bus” means a bus registered in the name of Woodlands Transport Service Pte Ltd and bearing any of the following vehicle registration numbers:
(a)PC2717Y;
(b)PC2795X;
(c)PC2809R;
(d)PC2827M;
(e)PC2949U;
(f)PC2963C;
(g)PC2993R;
(h)PC3026B.
Exemption
3.—(1)  Subject to sub-paragraph (2), rule 47(4)(a) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) shall not apply to a specified bus while it is being used by Woodlands Transport Service Pte Ltd to operate the Changi Airport Inter‑Terminal Shuttle Service.
(2)  The exemption referred to in sub-paragraph (1) is subject to the following conditions:
(a)a specified bus shall not travel at a speed exceeding 50km/h while it is being used to operate the Changi Airport Inter‑Terminal Shuttle Service; and
(b)a specified bus shall at all times carry, excluding the driver of the specified bus, no more than —
(i)21 seated passengers; and
(ii)59 standing passengers.
Revocation
4.  The Road Traffic (Motor Vehicles, Registration and Licensing) (Exemption) Order 2012 (G.N. No. S 11/2012) is revoked.
