Pioneer Generation and
Merdeka Generation Funds
(Pioneer Generation and Merdeka Generation
Benefits) (Amendment) Regulations 2022

In exercise of the powers conferred by section 27 of the Pioneer Generation and Merdeka Generation Funds Act 2014, the Minister for Finance makes the following Regulations:

Citation and commencement

1.—(1) These Regulations are the Pioneer Generation and Merdeka Generation Funds (Pioneer Generation and Merdeka Generation Benefits) (Amendment) Regulations 2022 and, except for regulation 3, come into operation on 29 July 2022.

(2) Regulation 3 is deemed to have come into operation on 31 December 2021.

Amendment of regulation 3B

2. In regulation 3B of the Pioneer Generation and Merdeka Generation Funds (Pioneer Generation and Merdeka Generation Benefits) Regulations 2015 (G.N. No. S 195/2015) —

(a)

in paragraph (2), after “application for insurance cover”, insert “or subsequent insurance cover”;

(b)

in paragraph (2)(b), replace sub‑paragraph (ii) with —

“(ii)

ending on the cancellation or termination of the relevant beneficiary’s insurance cover, or subsequent insurance cover (as the case may be), under regulation 6 or 7 of the CareShield Life and Long‑Term Care (CSHL Scheme) Regulations 2020 (G.N. No. S 849/2020) (as the case may be), or the expiry of the 10th insurance period after the commencement date of the insurance cover or the subsequent insurance cover (as the case may be), whichever is earlier.”;

(c)

in paragraph (3) (definition of “relevant beneficiary”), after “insurance cover”, insert “or subsequent insurance cover”; and

(d)

in paragraph (3), replace the definition of “relevant date” with —

“ “relevant date” means —

(a)

in relation to an individual who is a Pioneer or a Merdeka Generation Senior on the date his or her application for insurance cover or subsequent insurance cover (as the case may be) under the CareShield Life Scheme is accepted by the Board — the date his or her insurance cover or subsequent insurance cover (as the case may be) under the CareShield Life Scheme commences; and

(b)

in relation to an individual who is not a Pioneer or a Merdeka Generation Senior on the date his or her application for insurance cover or subsequent insurance cover (as the case may be) under the CareShield Life Scheme is accepted by the Board — the date he or she becomes or is determined to be a Pioneer or a Merdeka Generation Senior under section 12, 12A, 13, 14 or 14A of the Act, as the case may be;

“subsequent insurance cover” means insurance cover under the CareShield Life Scheme pursuant to an application that is made by an individual whose insurance cover was previously cancelled under regulation 6 of the CareShield Life and Long‑Term Care (CSHL Scheme) Regulations 2020.”.

Miscellaneous amendments

3. In the Pioneer Generation and Merdeka Generation Funds (Pioneer Generation and Merdeka Generation Benefits) Regulations 2015 —

(a)	in regulations 2(3) and 3A(1), delete “(Act 4 of 2015)”;
(b)	in regulation 3AA, replace “section 16(1)(ba)” with “section 16(1)(c)”;
(c)	in regulation 3A(1), (2) and (2A), replace “section 16(1)(c)” with “section 16(1)(d)”;
(d)	in regulation 3A(4) (definition of “MediShield Scheme”), replace “(Cap. 36)” with “1953”;
(e)	in regulation 3B(1) and (2), replace “section 16(1)(ca)” with “section 16(1)(e)”;
(f)	in regulation 3B(1), delete “(Act 26 of 2019)”;
(g)	in regulation 3B(3) (definition of “Board”), after “Central Provident Fund Act”, insert “1953”; and
(h)	in regulations 4(1) and 5, replace “section 16(1)(d)” with “section 16(1)(f)”.
