(Amendment No. 2) Regulations 2023
In exercise of the powers conferred by section 72 of the Health Products Act 2007, the Health Sciences Authority, with the approval of the Minister for Health, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Health Products (Cosmetic Products — ASEAN Cosmetic Directive) (Amendment No. 2) Regulations 2023 and come into operation on 1 November 2023.
Amendment of Third Schedule
2.  In the Health Products (Cosmetic Products — ASEAN Cosmetic Directive) Regulations 2007 (G.N. No. S 683/2007), in the Third Schedule —
(a)in Part I, after the item relating to Ref No. 1644, insert —

This product is not intended for use on persons under 16 years of age
Temporary “black henna” tattoos may increase your risk of allergy
Do not colour your hair if:
—you have a rash on your face or sensitive, irritated and damaged scalp
—you have ever experienced any reaction after colouring your hair
—you have experienced a reaction to a temporary “black henna” tattoo in the past
Do not use to dye eyelashes or eyebrows
The mixing ratio is [state relevant ratio]
