National Registration (Amendment)
Regulations 2016
In exercise of the powers conferred by section 19 of the National Registration Act, the Minister for Home Affairs makes the following Regulations:
Citation and commencement
1.  These Regulations are the National Registration (Amendment) Regulations 2016 and come into operation on 1 January 2017.
Deletion of regulation 2
2.  Regulation 2 of the National Registration Regulations (Rg 2) (called in these Regulations the principal Regulations) is deleted.
Amendment of regulation 3
3.  Regulation 3 of the principal Regulations is amended —
(a)by deleting paragraphs (1), (1A) and (2) and substituting the following paragraphs:
(1)  Every person who is required to register under the Act must, within one year after attaining the age of 15 years, report to a registration officer and apply for registration in accordance with these Regulations.
(2)  A person who is required to register under the Act may, at any time in the year he attains the age of 15 years, but not earlier, report to a registration officer and apply for registration in accordance with these Regulations, and on such application, the person is to be regarded as applying for registration under paragraph (1).”;
(b)by deleting the words “year of his return to Singapore, report to the registration officer and register” in paragraph (3) and substituting the words “year after his return to Singapore, report to a registration officer and apply for registration”;
(c)by deleting paragraph (4) and substituting the following paragraph:
(4)  Nothing in this regulation prevents the registration of a person who fails to apply for registration within the time specified in paragraph (1) or (3), as the case may be.”; and
(d)by deleting the words “the registration officer and re‑register” in paragraph (5) and substituting the words “a registration officer and apply for re‑registration”.
Amendment of regulation 4
4.  Regulation 4 of the principal Regulations is amended —
(a)by deleting the words “required to register or re‑register under the Act” in paragraph (1) and substituting the words “who applies for registration under regulation 3(1) or (3), or re‑registration under regulation 3(5), 14 or 14A,”;
(b)by deleting sub‑paragraph (a) of paragraph (1) and substituting the following sub‑paragraphs:
(a)provide to the registration officer one photograph that shows a true likeness of that person and complies with the specifications set out in the National Registration (Photographs) Regulations (Rg 1);
(aa)provide such other personal identifiers as the registration officer may require;
(ab)submit to all reasonable steps for the taking or recording of any personal identifier;”;
(c)by deleting sub‑paragraph (c) of paragraph (1); and
(d)by deleting paragraph (3).
Amendment of regulation 5
5.  Regulation 5 of the principal Regulations is amended —
(a)by deleting paragraph (1) and substituting the following paragraph:
(1)  The registration officer may issue to the person mentioned in regulation 4 an identity card containing that person’s photograph and such other particulars as the Commissioner considers necessary for the purposes of identification of that person.”; and
(b)by deleting paragraph (3).
Amendment of regulation 7
6.  Regulation 7(3) of the principal Regulations is amended by deleting the words “other than a police officer in uniform” and substituting the words “or any other officer authorised by the Commissioner,”.
Amendment of regulation 8
7.  Regulation 8 of the principal Regulations is amended —
(a)by deleting the words “or re‑registered under these Regulations” in paragraph (1) and substituting the words “under the Act”; and
(b)by deleting the word “, re‑registered” in paragraph (2) and substituting the words “under the Act,”.
Amendment of regulation 9
8.  Regulation 9 of the principal Regulations is amended —
(a)by deleting the words “the nearest registration office and apply” in paragraph (1) and substituting the words “a registration officer or a police officer, and apply to a registration officer”;
(b)by deleting the words “it to the” in paragraph (3) and substituting the words “the recovered identity card to a”; and
(c)by deleting the word “station” in paragraph (4) and substituting the word “officer”.
Amendment of regulation 10
9.  Regulation 10(1) of the principal Regulations is amended —
(a)by deleting the words “these Regulations” and substituting the words “the Act”; and
(b)by deleting the words “the nearest registration office” and substituting the words “a registration officer”.
Amendment of regulation 12
10.  Regulation 12 of the principal Regulations is amended by deleting the word “deliver” and substituting the word “surrender”.
Amendment of regulation 13
11.  Regulation 13(1) of the principal Regulations is amended by deleting the words “these Regulations” and substituting the words “the Act”.
Deletion and substitution of regulation 14 and new regulation 14A
12.  Regulation 14 of the principal Regulations is deleted and the following regulations substituted therefor:
Re‑registration at age of 30 years
14.—(1)  Subject to paragraphs (2) and (3), any person who —
(a)has been registered under the Act; and
(b)attains the age of 30 years on or after 1 January 2002,
must, within one year after attaining the age of 30 years (called in this regulation the specified period), apply for re‑registration in accordance with these Regulations.
(2)  Paragraph (1) does not apply to a person who has been issued with an identity card or a replacement identity card within 10 years immediately before the person attains the age of 30 years.
(3)  If a person mentioned in paragraph (1) resides outside Singapore during the whole of the specified period, the person must, within one year after his return to Singapore —
(a)report to a registration officer; and
(b)apply for re‑registration in accordance with these Regulations.
(4)  Nothing in this regulation prevents the re‑registration of a person who fails to apply for re‑registration within the time specified in paragraph (1) or (3), as the case may be.
Re‑registration at age of 55 years
14A.—(1)  Subject to paragraphs (2) and (3), any person who —
(a)has been registered under the Act; and
(b)attains the age of 55 years on or after 1 January 2017,
must, within one year after attaining the age of 55 years (called in this regulation the specified period), apply for re‑registration in accordance with these Regulations.
(2)  Paragraph (1) does not apply to a person who has been issued with an identity card or a replacement identity card within 10 years immediately before the person attains the age of 55 years.
(3)  If a person mentioned in paragraph (1) resides outside Singapore during the whole of the specified period, the person must, within one year after his return to Singapore —
(a)report to a registration officer; and
(b)apply for re‑registration in accordance with these Regulations.
(4)  Nothing in this regulation prevents the re‑registration of a person who fails to apply for re‑registration within the time specified in paragraph (1) or (3), as the case may be.”.
Amendment of regulation 16
13.  Regulation 16 of the principal Regulations is amended —
(a)by inserting the word “or” at the end of paragraph (a);
(b)by deleting the word “; or” at the end of paragraph (b) and substituting a full‑stop; and
(c)by deleting paragraph (c).
Deletion of regulation 18
14.  Regulation 18 of the principal Regulations is deleted.
Amendment of regulation 20
15.  Regulation 20 of the principal Regulations is amended —
(a)by deleting the words “registered himself under the provisions of the Act and of” in paragraph (e) and substituting the words “applied for registration in accordance with”;
(b)by deleting the words “days from” wherever they appear in paragraph (e) and substituting in each case the words “days after”;
(c)by inserting, immediately after the words “public officer” in paragraph (f), the words “or a registration officer”; and
(d)by inserting, immediately after the word “any” in paragraph (g), the word “provision”.
Deletion of regulation 21
16.  Regulation 21 of the principal Regulations is deleted.
Amendment of regulation 22
17.  Regulation 22(1) of the principal Regulations is amended by deleting the words “registering under these Regulations” and substituting the words “the requirement to register under the Act”.
Deletion and substitution of regulation 23
18.  Regulation 23 of the principal Regulations is deleted and the following regulation substituted therefor:
Destruction of identity cards and other documents
23.  Subject to Part XIX of the Criminal Procedure Code (Cap. 68) and section 14D of the National Library Board Act (Cap. 197), the Commissioner may order the destruction of any of the following items in the Commissioner’s possession if the Commissioner is of the opinion that the item is obsolete, invalid or no longer required:
(a)any identity card issued under the Act;
(b)any document (including a record of a personal identifier) obtained by the Commissioner or a registration officer from a person registered or required to be registered under the Act.”.
Amendment of Schedule
19.  The Schedule to the principal Regulations is amended —
(a)by deleting the words “regulation 4” in items 1(a) and 2(a) and substituting in each case the words “regulation 3”; and
(b)by inserting, immediately after the words “regulation 14” in items 1(b) and 2(b), the words “or 14A”.
