Road Traffic (Power‑Assisted Bicycles —
Approval) (Amendment) Rules 2015

In exercise of the powers conferred by sections 6 and 90 of the Road Traffic Act, the Land Transport Authority of Singapore makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Road Traffic (Power‑Assisted Bicycles — Approval) (Amendment) Rules 2015 and come into operation on 1 December 2015.

Amendment of rule 2

2. Rule 2 of the Road Traffic (Power‑Assisted Bicycles — Approval) Rules 2004 (G.N. No. S 768/2004) (referred to in these Rules as the principal Rules) is amended by inserting, immediately after the definition of “authorised examiner”, the following definition:

“ “EN 15194” means the European Standard EN 15194:2009+A1:2011 titled “Cycles – Electrically power assisted cycles – EPAC Bicycles” approved by the European Committee for Standardization (called in this definition “CEN”) on 22 November 2008 but does not include clause 4.2.4.3 in EN 15194:2009+A1:2011, and as amended by Amendment 1 approved by CEN on 8 October 2011;”.

Amendment of rule 3

3. Rule 3 of the principal Rules is amended —

(a)

by deleting the words “requirements specified in the Schedule” in paragraph (a) and substituting the words “specified requirements”; and

(b)

by renumbering the rule as paragraph (1) of that rule, and by inserting immediately thereafter the following paragraph:

“(2) In this rule, “specified requirements” means —

(a)	in the case of a power‑assisted bicycle that has been approved and sealed by an authorised examiner before 1 December 2015 under these Rules, the requirements specified in Part 1 of the Schedule;
(b)	in the case of a power‑assisted bicycle that has been approved and sealed by an authorised examiner between 1 December 2015 and 31 January 2016 (both dates inclusive) under these Rules, the requirements specified in either Part 1 or 2 of the Schedule; and
(c)	in any other case, the requirements specified in Part 2 of the Schedule.”.

Amendment of rule 4

4. Rule 4(3) of the principal Rules is amended by deleting sub‑paragraph (b) and substituting the following sub‑paragraph:

“(b)

approve the power‑assisted bicycle if the authorised examiner is satisfied that the power‑assisted bicycle —

(i)	if examined before 1 December 2015, complies with the requirements specified in Part 1 of the Schedule;
(ii)	if examined between 1 December 2015 and 31 January 2016 (both dates inclusive), complies with the requirements specified in either Part 1 or 2 of the Schedule; and
(iii)	in any other case, complies with the requirements specified in Part 2 of the Schedule.”.

New rule 6

5. The principal Rules are amended by inserting, immediately after rule 5, the following rule:

“Waiver

6. The Registrar or an authorised officer may, in any particular case, waive the operation of any provision in the Schedule to these Rules subject to such conditions as the Registrar or the authorised officer may impose.”.

Deletion and substitution of Schedule

6. The Schedule to the principal Rules is deleted and the following Schedule substituted therefor:

“THE SCHEDULE

Rules 3, 4 and 6

Requirements to be complied with by
power‑assisted bicycle

Part 1

1. The aggregate maximum power output rating of the power‑assisted bicycle’s electric motor must not exceed 200 watts.

2. The maximum speed of the power‑assisted bicycle must not exceed 25 km/h when solely propelled by its electric motor.

3. The electric motor of the power‑assisted bicycle must be designed such as to —

(a)	stop providing further power assistance when the power‑assisted bicycle attains a speed of 25 km/h or more; and
(b)	reduce and stop providing power assistance when the rider of the power‑assisted bicycle stops pedalling.

Part 2

1. Subject to paragraphs 2 to 5 of this Part, the power‑assisted bicycle must comply with the requirements set out in EN 15194.

2. The maximum continuous rated power of the power‑assisted bicycle’s electric motor must not exceed 250 watts.

3. The electric motor of the power‑assisted bicycle must —

(a)	progressively reduce power assistance as the speed of the power‑assisted bicycle approaches the speed set out under paragraph 4(d)(i) or 25 km/h, whichever is the lower;
(b)	stop providing power assistance when the power‑assisted bicycle attains a speed of 25 km/h or more; and
(c)	reduce and stop providing power assistance when the rider of the power‑assisted bicycle stops pedalling.

4. The power‑assisted bicycle must be legibly and permanently marked with the following information:

(a)

a successive frame number;

(b)

the name of the manufacturer of the power‑assisted bicycle or the manufacturer’s representative;

(c)

the words “EN 14764” and “EPAC”;

(d)

the words “According to EN 15194:” which are followed by words that specify —

(i)	the speed, in km/h, at which the power‑assisted bicycle’s electric motor stops providing power assistance; and
(ii)	the maximum continuous rated power, in watts, of the power‑assisted bicycle’s electric motor.

5. The unladen weight of the power‑assisted bicycle must not exceed 20 kilograms.”.
