Specified Footway — Marina Bay)
(Amendment) Order 2023
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Home Affairs makes the following Order:
Citation and commencement
1.  This Order is the Road Traffic (Exemption for Use of Vehicle on Specified Footway — Marina Bay) (Amendment) Order 2023 and comes into operation on 15 November 2023.
Amendment of paragraph 1
2.  In the Road Traffic (Exemption for Use of Vehicle on Specified Footway — Marina Bay) Order 2022 (G.N. No. S 382/2022) (called in this Order the principal Order), in paragraph 1(2), replace “15 November 2023” with “15 November 2024”.
Amendment of paragraph 2
3.  In the principal Order, in paragraph 2 —
(a)before the definition of “specified footway”, insert —
“ “specified event” means any event or series of related activities taking place in Singapore that is conducted on land under the control or management of the Urban Redevelopment Authority;”;
(b)in the definition of “specified motor vehicle”, after paragraph (i), insert —
(j)a scissor lift;
(k)a lorry crane;”; and
(c)delete the definition of “specified public event”.
Amendment of paragraph 3
4.  In the principal Order, in paragraph 3(a) and (g), replace “specified public event” with “specified event”.
Amendment of paragraph 4
5.  In the principal Order, in paragraph 4 —
(a)in the paragraph heading, replace “and boom lift” with “, boom lift or scissor lift”;
(b)replace “a forklift or boom lift” with “a forklift, boom lift or scissor lift”;
(c)in sub‑paragraphs (a)(i), (b)(i) and (h), replace “specified public event” with “specified event”;
(d)after sub‑paragraph (b), insert —
(ba)in the case of a scissor lift, the individual —
(i)is authorised by the Urban Redevelopment Authority to use the scissor lift to transport anything in connection with a specified event; and
(ii)has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Scissor Lift Course;”;
(e)in sub‑paragraphs (c), (d), (e), (f) and (h), replace “or boom lift” wherever it appears with “, boom lift or scissor lift”;
(f)in sub‑paragraph (c)(i), delete “or” at the end;
(g)in sub‑paragraph (c)(ii), insert “or” at the end;
(h)in sub‑paragraph (c), after sub‑paragraph (ii), insert —
(iii)in the case of a scissor lift — for the purpose referred to in sub‑paragraph (ba)(i);”; and
(i)delete sub‑paragraph (g).
New paragraph 5
6.  In the principal Order, after paragraph 4, insert —
Exemption for driving lorry crane
5.  Rule 28(1) of the Road Traffic Rules does not apply to an individual who drives a lorry crane on a specified footway under the following conditions:
(a)the individual is authorised by the Urban Redevelopment Authority to use the lorry crane to transport any individual or thing in connection with a specified event;
(b)the individual has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Lorry Crane Course;
(c)the lorry crane is only used for the purpose mentioned in sub-paragraph (a);
(d)the lorry crane is lit in a manner that is visible to other users of the specified footway from 7 p.m. to 7 a.m.;
(e)the individual who drives the lorry crane must drive at a speed not exceeding 10 km/h;
(f)the individual who drives the lorry crane must give way to other users of the specified footway;
(g)the individual possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules authorising the individual to drive the class of the lorry crane;
(h)there is in force, at any time the lorry crane is used in connection with a specified event, a policy of insurance in relation to the lorry crane insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the driver or any passenger of the lorry crane); and
(ii)any property damage suffered by any person (other than the driver or any passenger of the lorry crane),
caused by or arising out of the use of the lorry crane;
(i)the risk under the policy of insurance mentioned in sub‑paragraph (h) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.”.
Amendment of Schedule
7.  In the principal Order, in the Schedule, after Map 2, insert —
